Head of Strategic Communications (Manager III)
This role is located in Washington, D.C. In support of Mission Support and Test Services’ (MSTS) government and customer relations work, this role is responsible for MSTS’ Strategic Communications. This position will report directly to the Vice President of Government/Customer Relations and Strategic Partnerships.
Mission Support and Test Services (MSTS) manages and operates the Nevada National Security Sites (NNSS) for the US Department of Energy/National Nuclear Security Administration (DOE/NNSA). NNSS has offices across the country, including Southern Nevada; Santa Barbara and Livermore, California; Edgewood, New York; Joint Base Andrews, Maryland; Washington, D.C.; and Albuquerque and Los Alamos, New Mexico.
Key Responsibilities
- Serve as the "voice of the company" by writing Strategic Communications: speeches, talking points, briefings, press statements, presentations, and other executive communications for the MSTS president and other senior leaders.
- Oversee a team supporting the Executive Office.
- Prepare the MSTS president and other senior leaders for public presentations, including media interviews.
- Serve as an MSTS spokesperson.
- Assist in developing and maintaining positive relationships for the NNSS with congressional offices and committee staff, as well as DOE, NNSA, and other federal agencies.
- Track legislation and policies, including appropriations and authorization bills, related to NNSS’ mission and priority areas.
- Provide analysis for MSTS leadership of salient points of a bill or initiative as it relates to the NNSA/NNSS.
- Assimilate inputs from key stakeholders and translate complex ideas, concepts and issues into clear and compelling messages.
- Analyze, interpret, and advise on policy initiatives and issues of interest.
- Collaborate with NNSS leadership to develop and execute strategies and initiatives related to the work performed at the NNSS.
- Organize meetings, briefings, and other interactions with government officials in Washington, D.C. and other offices.
- Coordinate and/or represent the NNSS at events and engagements.
- Perform other duties as assigned.
- Bachelor's degree or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience.
- Preferred: Bachelor’s degree in Communications, Journalism, Government, Political Science, National Security or a related field, and a minimum of 17 years of relevant experience.
- Understanding of the missions and activities of the National Nuclear Security Administration
- Excellent writing and communication skills.
- Highly organized and able to prioritize in a fast-paced environment.

- Experience working in a Congressional office, the U.S. government, or government contractor preferred.
- Understanding of the missions and activities of the U.S. Department of Energy desired.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $185,702.40 to $301,766.40.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
