Chenega Enterprise Systems & Solutions, LLC (ChESS), a Chenega Professional Services' company, is seeking a Program Manager / Senior HUMINT Targeting Instructor to support the Department of Interior (DOI) Defense Intelligence Agency (DIA). The Program Manager / Senior HUMINT Targeting Instructor shall have experience working in DoD as a certified HUMINT professional with a minimum of eight (8) years' applied experience in HUMINT Targeting and experience conducting pattern of life analysis, social network analysis, and Human Factors analysis. The Senior-level instructor shall possess senior level knowledge of HUMINT operations and be able to instruct students on the application of HUMINT operations and how to conduct HUMINT targeting analysis against a variety of targets. The Senior-level instructor shall understand and be able to instruct students on every aspect of the HUMINT Targeting cycle of support to HUMINT operations.

Responsibilities
- Main point of contact (POC) between the contractor team and the Government COR and the Government Technical Point of Contract (TPOC).
- Perform duties as both a HUMINT Targeting Instructor and management functions.
- Manage and supervise contractor personnel team.
- Maintain proper communication channels.
- Serve as hiring manager for cleared technically qualified personnel to perform contract work.
- Maintain the personnel, organization, and administrative control necessary to ensure that the work delivered meets contract requirements.
- Manage and communicate performance issues to employees and the Contracting Officer's Representative (COR) as appropriate.
- Conduct training needs assessments and participate in course evaluations to measure the extent to which the training improved student's knowledge and performance on the job.
- Evaluate student performance using verbal and written formats.
- Identify areas of material, methods, aids used, or other elements of the training process in need of revision based on formal or informal student evaluations.
- Maintain contact with subject matter experts to anticipate training materials changes.
- Maintain a level of professionalism by dressing appropriately, displaying initiative, and teamwork. Fraternization with students and staff shall not be tolerated.
- Establish relationships with relevant academic and industry partners for outreach, support, and contract performance, particularly for expertise in the fields of computational analysis of social and organizational systems, behavioral psychology, human terrain analysis and other current and potential targeting tools.
- Perform work at CONUS government work locations in the Washington, DC National Capital Region (NCR). The NCR is defined as falling within the area contained by the legal borders of: The District of Columbia; Arlington, Fairfax, Loudon, Prince William, and Stafford counties in Virginia (including incorporated cities).
- The principal place of performance for this requirement is DIA HQ, Joint Base Anacostia-Bolling (JBAB).
- May occasionally be required to travel to DIA field platforms within the Continental United States (CONUS) to deliver instruction, provide mentoring, and deliver feedback to DIA Headquarters elements regarding the execution of HUMINT Operations Support.
- Other duties as assigned.
Qualifications
- Required to adhere to all government agency guidelines as it applies to COVID vaccine Attestation/Restrictions.
- Bachelor's degree and minimum of eight (8) years' applied experience in HUMINT Targeting and experience conducting pattern of life analysis, social network analysis, and Human Factors analysis.
- Previous experience in HUMINT instruction and training development, and program management.
- Active Top Secret security clearance w/SCI eligibility.
- Possess senior level knowledge of HUMINT operations and be able to instruct students on the application of HUMINT operations and how to conduct HUMINT targeting analysis against a variety of targets.
- Understand and be able to instruct students on every aspect of the HUMINT Targeting cycle of support to HUMINT operations.
- Broad experience with best practices in commercial information exploitation.
- Demonstrated expertise in relevant commercial, academic, and government best practices, particularly in social network analysis and pattern of life analysis.
- Demonstrated expertise in relevant analytical capabilities, such as deep web mining, entity and relationship extraction, and network visualization.
- Working knowledge of HUMINT collection requirements and collection platforms.
- Working knowledge of HUMINT operations support, HUMINT operational processes, and HUMINT operations support career tracks.
- Working knowledge of HUMINT collection methodologies.
- Familiarity with HUMINT policy and doctrine.
- Familiarity with HUMINT legal aspects.
- Familiarity with HUMINT-related IT systems, tools, and databases.
