MANAGEMENT AND PROGRAM ANALYSIS OFFICER

You will serve as a Management and Program Analysis Officer in the Total Force Management Program Office (N1), Business Management & Support Division (N13) of MILITARY SEALIFT COMMAND.Qualifications:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing expert advice and consultation regarding priorities and strategy for HR metrics, policy research, and policy development. Expert experience in the application of principles, concepts, practices, and theories. Expert experience applying analytical and evaluative methods and techniques to resolve issues or perform studies concerning the efficiency and effectiveness of program operations. Expert experience developing, monitoring, and advising on budget execution. Expert experience in the oversight/management of contracts such as development of contract requirements, resourcing and budgeting, and execution of contracting actions. Expert experience articulating manpower and personnel analysis results and recommendations. Expert experience negotiating with management to accept and implement ideas, solutions, and recommendations where proposals involve substantial resources, or require extensive changes to policies and/or procedures.
