POSITION SUMMARY:
Assist the Logistics Procurement Lead in the development, and implementation of the Logistics and Acquisitions in support of the OST training and logistics programs. Operate, plan, maintain, and coordinate acquisition efforts and assures delivery of bench stock items and related services, leading to a quality operation that results in efficiency, high quality, and cost effectiveness for identified programs and training activities. Activities will comply with applicable federal, state, and ITP- OST policies and procedures and are performed in accordance with contractual agreements with the Department of Energy.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Serve as the single point of contact for procurement for the logistics contract TSTS branches. Plan the procurements and logistics support for both on/off site training operations.
2. Initiate, monitor and coordinate Purchase Requests. Review and ensure compliance with DOE and Federal requirements.
3. Prepare, coordinate, and submit purchase request in support of training events and other items and equipment required to support TSTS-LPMB training programs. Conduct market research for sources of supply and pricing and perform cost analysis.
4. Coordinate with Contract and Procurement Division, selected vendors, and receiving personnel to ensure the correct supplies and services requested are procured.
5. Monitor status of active purchase request within the Federal procurement system and coordinate actions as required.
6. Submit copies of all appropriate paperwork involved in purchases to OST personnel and ITP-OST supply to ensure complete and accurate audit trail.
7. Maintain professional and technical knowledge by studying/reviewing all relevant laws, regulations, orders, and policies; attending educational workshops; reviewing professional and technical publications; establishing and maintaining professional liaison/networks and subject-matter experts; and participation in professional associations/affiliations.
8. Manage supply activities during on-site and off-site training operations.
9. Operate assigned OST government vehicles pursuant to Federal and State Department of Transportation regulations.
10. Maintain all drivers licensing and certification requirements and an understanding of DOT regulations as needed to effect the safe and timely movement of vehicles and/or equipment necessary to support ITP-OST contract requirements.
11. Ensure that integrated safety management principles are applied to all duties. Perform all activities and tasks in a safe, ergonomically, and healthful manner.
12. Serve customers (external and internal) by focusing on quality as it relates to the customer; anticipating/understanding customer needs and expectations; responding expeditiously to customer’s questions, request, and concerns; and satisfying reasonable customer needs and expectations.
13. Contribute to team effort by focusing on ITP-OST mission, goals, and objectives. Accomplishing tasks and assignments in a professional and timely manner; keeping appropriate staff and management informed regarding the status of tasks and assignments; establishing and maintaining professional working relationships; working amicably, cooperatively, and productively with team members; assisting others as needed and accomplishing other duties/tasks as assigned/directed or as necessity dictates.
POSITION QUALIFICATIONS:
Education, Experience, and Qualifications
1. High school diploma or equivalent.
2. A minimum of four years on-the-job experience in a related position.
Knowledge, Skills, and Abilities
1. A working knowledge of PC’s and related MS programs and office equipment.
2. Ability to obtain and maintain an appropriate DOE security clearance.
3. Ability to lift 68 pounds.
4. Ability to obtain license.
5. Must have strong interpersonal skills and the ability to plan and interact with support personnel.
6. Ability to work flexible hours to accommodate the work/training schedule.
7. Ability to travel for training and other ITP-OST business.
Working Conditions
Work is performed in an office, warehouse, or classroom. Worker may be exposed to dust, fumes, loud noises and the environment.
Physical Demands
Work involves much standing or walking. Some kneeling or bending involved. When in the office, work is sedentary, which requires sitting most of the time. Work will involve moderate lifting, carrying, pushing or pulling.
