Overview
The Vermont Department of Libraries seeks a skilled Library Buildings Project Manager V to administer federal funding it will receive through the $16.4M U.S. Treasury and $10M HUD funding to support capital projects at public libraries in Vermont. The Buildings Project Manager V will be responsible for administering these two federal fund grant programs for the Department.
Responsibilities include:
• Evaluate Needs Assessments with a focus on designing a grant program, application, timeline, and process to allocate federal capital grant funds to public libraries.
• Develop grant programs that align with federal funders requirement and meet the needs of subrecipients.
• Develop a transparent process for evaluating grant applications, including the use of a scoring rubric, to ensure equitable distribution of federal funds to libraries across the state.
• Evaluate grant applications for feasibility, accuracy, and likelihood of completion within the grant fund timeframe.
• Provide expertise to support grant recipients in appropriate use of federal funds to successfully complete of their building projects.
• Lead public-facing communication on the Department's capital projects grants, including presenting at meetings and responding to questions related to the capital projects grants from members of the legislature, library staff and trustees, municipal staff, the public, and the press.
• Ensure that accurate and timely information about the capital projects program is shared with the library community through the Department's website, emails, and the press.
• Communicate with grant applicants and grant recipients during all phases of the grant cycle.
• Monitor progress on capital projects and compliance with relevant federal and state regulations and reporting.
• Review plans and project schedules, and requests technical reviews, permit applications, and proof of code compliance as needed per relevant municipal, state, and federal requirements.
• Complete all state and federal reporting requirements during all phases of the funding cycle.
• Supervise one Library Capital Grant Specialist. [not designated Supervisory]
• Report to the State Librarian/Commissioner of Department of Libraries and regularly provide updates for ongoing projects to Departmental leadership.
• Visit construction sites as necessary to inform award decisions, monitor progress, or check compliance with grant terms and approved use of funds.
Knowledge, Skills, and Abilities:
Advanced knowledge of federal capital grants projects, including requirements of HUD capital project grant and federal reporting, is strongly preferred.
Ability to prioritize and manage numerous large and complex projects.
Advanced knowledge of state building codes, construction materials and methods, energy efficiency principles.
Advanced knowledge of the principles and practices of project design and management.
Ability to read and understand building plans and specifications.
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships.
Ability to operate common computer applications such as word processing, data processing, and presentation programs.
Advanced knowledge of contracting processes for procuring services and construction administration.
Advanced knowledge of creating and managing project schedules.
Advanced knowledge of creating accurate spending profiles and managing budgets.
Extensive knowledge of supervisory principles and practices.
Who May Apply
This position,Library Buildings Project Manager V - Limited Service (Job Requisition #49054), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors
Duties are performed in office and field settings, including operationally challenging facilities such as psychiatric care and correctional facilities, or the forensics and health laboratories. Attendance at public meetings as a representative of the Department may be required. Some public speaking may be necessary. Private means of transportation must be available for required travel. Duties may not always adhere to a standard daily or weekly schedule. Some exposure to adverse climate conditions and adversarial opinions is predictable.
Minimum Qualifications
Registration as a Professional Engineer or Architect AND two (2) years or more of experience in engineering, architecture, construction management, or construction supervision on multi-disciplinary commercial or industrial projects.
OR
Bachelor's degree in engineering, architecture, construction management, or related field AND six (6) years or more of experience in engineering, architecture, construction management, or construction supervision on multi-disciplinary commercial or industrial projects.
OR
Associates degree in engineering, architecture, construction management, or related field AND eight (8) years or more of experience in engineering, architecture, construction management, or construction supervision on multi-disciplinary commercial or industrial projects.
OR
High school diploma or equivalent AND ten (10) years or more of experience in engineering, architecture, construction management, or construction supervision on multi-disciplinary commercial or industrial projects INCLUDING at least two (2) year of or construction supervision on multi-disciplinary commercial or industrial projects.
