Examples of Duties
Duties may include, but are not limited to the following:
  • Negotiates contracts and leases.
  • Complies with grant application requirements and implements grant objectives.
  • Ensures department compliance with judicial and legislative requirements.
  • Confers with representatives of other County departments and government agencies on administrative service problems.
  • Provides supervision, training, development, and work evaluation of support staff.
  • Develop, administer and ensure proper expenditure controls for the department budget.
  • Coordinates and carries out special projects related to department functions.
  • Administers, directs or supervises the office and facilities security, general office and equipment maintenance, records control and retirement, employee timekeeping and payroll reporting, maintenance of personnel records, mail and correspondence routing, office safety and injury reporting, filing of correspondence and case data, and maintenance of office directives and policy statements.
  • Develop and implement departmental operating procedures and standards in addition to maintaining and updating procedural manuals.
  • Train and assist users in the coordination of software, research, review, evaluate, recommend and justify hardware and software upgrades.
  • Assists in the recruitment and selection process and evaluate application forms.
  • Perform related duties as assigned.

Minimum Qualifications
Experience:
Three (3) years of experience in complex Legal Office administration that includes personnel management, facility management, budget preparation and control, program and systems implementation and monitoring, including at least one (1) year in a supervisory capacity.
Education:
Equivalent to completion of a four (4) year degree in Business Administration, Public Administration or closely related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
License:
Possess a valid California Drivers' License at the time of appointment and maintain.

  • Assists in the preparation of and monitor the department budget.
  • Analyze data, interpret policies, procedures and regulations.
  • Analyzes department operations and services for cost benefits and efficient operations.
  • Establish, implement and achieve goals and objectives.
  • Train, evaluate and supervise staff.
  • Ensures department compliance with judicial and legislative requirements.
  • Develop Board Agenda Items.
  • Maintain confidential information according to legal standards and/or County regulations.
  • Administers document retention policy within the department.
  • Normal dexterity, frequent holding and grasping.
  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
  • Regular attendance is an essential function.
Knowledge of:
  • Legal office practices and procedures including the filing and proper format for legal correspondence and documents.
  • Principles of supervision, management practices, accounting and procurement procedures.
  • Laws, ordinances and regulations governing County financial and budget operations.
  • Principles of management and analysis and organizational design necessary to analyze and recommend change.
  • Federal and California Codes, policies and procedures applicable to the administration of the department.
  • Judicial procedures, court rules and regulation and civil law and criminal defense procedures.
  • Political and legislative processes.
  • Coordinate complex procedures for efficient and effective operations between judicial partners.
  • Legal case management systems.
Ability to:
  • Plan, organize, direct and coordinate the administrative functions of the department including Human Resources Functions and the work of subordinate staff.
  • Develop, implement and monitor compliance of programs as assigned.
  • Evaluate program and management information needs and development.
  • Prepare and monitor complex budget documents.
  • Prepare comprehensive and accurate reports of various types of complexity.
  • Establish and maintain cooperative working relationships, coordinate complex procedures for efficient and effective operations between justice partners.

HOLIDAYS & LEAVES
MANAGEMENT LEAVE

May receive, depending upon classification, 96 hours per Fiscal Year (prorated for the time remaining in the fiscal year).
VACATION
10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 40 hours).
SICK LEAVE
.0462 hours sick leave for each paid regularly scheduled work hour. 12 days (96 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.
HOLIDAYS
Twelve paid holidays annually plus one optional holiday.
BEREAVEMENT LEAVE
Three (3) regularly scheduled consecutive work days or five (5) days if distance traveled over 500 miles one-way.

Medical Insurance - Merced County offers five Medical Plans and contributes towards employee and dependent premiums. Medical plan availability varies based on bargaining units.

DISABILITY INSURANCE
Management Disability Plan includes a comprehensive Short/Long Term Disability plan paid for by the County.
LIFE INSURANCE
$50,000 County-paid Management Life Insurance coverage. $5,000 County-paid Life Insurance coverage (Accidental Death and Dismemberment included). Voluntary Term Life and Universal Life Insurance available - premium paid by employee.
RETIREMENT
DEFERRED COMPENSATION

The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.
MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION

The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security. The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.

Anthem EAP services provides up to five face-to-face counseling sessions per incident and provides a toll-free "800" hotline available 24/7 for emergencies and crisis intervention. EAP services include counseling services, legal services, financial services and work-life resource services.

The County of Merced has partnered with Employee Savings Tickets to provide discounted coupons and tickets for all county employees to attractions throughout the state and out-of-state. The discounts and coupons are available for shopping, movies, sporting events, theme parks, zoos and aquariums and much more.
