Nature of Work
NATURE OF JOB:
This is a highly technical and administrative position responsible for the effective functions and operations of the Bay County Law Library and is responsible for ensuring quality reference service to all clients of the Law Library and the Bay County Public Library. The Law Librarian assists the general public in locating necessary resources, but does not answer legal questions or provide legal advice. Work is performed under the supervision of the Bay County Library Director. The Law Librarian implements the policies and services adopted by the Bay County Law Library Board of Directors.
Essential Functions and Responsibilities
  • The Law Library is a Dependent Special District and the librarian serves as its Registered Agent. He/she must comply with all applicable requirements of the Uniform Special District Accountability Act (Chapter 189, Florida Statutes); he/she must communicate and coordinate as applicable with the Special District Accountability Program at the Florida Department of Economic Opportunity.
  • Assists attorneys, judicial staff, and the general public with legal research by phone, email, and in-person; refers patrons to the appropriate agency or office for further assistance as appropriate.
  • Provides research assistance using print and on-line resources.
  • Provides instruction in the use of the Law Library's print collection, legal databases, and other resources.
  • May develop collaborations, electronically or in person, with organizations assisting self-represented individuals.
  • Monitors and directs day-to-day activities of the Law Library.
  • Develops, implements, and evaluates services and programs.
  • Schedules, organizes, attends, and records Law Library Board meetings; makes recommendations for and implements policies approved by the Board.
  • Maintains an up-to-date inventory of Law Library resources including filing loose leaf services/pocket parts.
  • Maintains awareness of current legal reference materials and selects titles for purchase and deselection/cancellation; tracks acquisition expenditures.
  • Coordinates the Law Library's Continuing Legal Education (CLE) Rental Program.
  • Communicates with all Law Library resource vendors and their representatives; negotiates prices for products and services.
  • Responsible for providing the Bay County Information Technology Department with Law Library website updates.
  • Provides circulation services for Law Library materials.
  • Processes all Law Library accounts receivables and accounts payables, and verifies financial reports to reconcile transactions as they are posted.
  • Prepares and manages Law Library budget; prepares and submits quarterly financial reports for budgetary purposes; maintains Law Library financial records.
  • Tracks and reports Law Library usage statistics.
  • Provides general reference assistance as needed to patrons of the Bay County Public Library.
  • Develops print brochures and other marketing materials to promote the purpose, programs, collection, and services provided by the Law Library; promotes the library's services to relevant user communities.
  • Operates office equipment such as computer, printer, photocopier, scanner, and fax.
  • Oversees records management including procedures for systematic retention, protections, retrieval, transfer, and disposal of records.
  • Regular reliable full-time attendance as scheduled.
  • The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
  • Performs other related duties as assigned.

Minimum Qualifications
  • Associate's degree in the legal field, plus two (2) years of related experience preferred; or equivalent combination of education and experience.
  • Must maintain good interpersonal and communication skills to deal with the public.
  • Must be able to speak, write, and comprehend the English language.

LICENSES AND/OR CERTIFICATIONS:
Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.am.
Knowledge, Abilities and Skills
KNOWLEDGE, SKILLS, & ABILITIES:
  • Knowledge of effective legal research techniques using library and on-line resources.
  • Knowledge of office practices and procedures.
  • Knowledge of legal publications and law library operations.
  • Knowledge of local, state and federal laws.
  • Skill in the use of standard office equipment, including computer and related equipment.
  • Must have good interpersonal and communication skills to deal with the public.
  • Outstanding project management and organizational skills.
  • Excellent oral and written communication skills.
  • Expertise in the use of MS Word, Excel, and Outlook.
  • Proficiency in the use of LexisNexis, Westlaw, and other legal and non-legal electronic resources.
  • Proficiency in the use of Quick Books or similar accounting software.
  • Ability to work independently and make decisions according to established policy.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to coordinate with other staff, officials, organizations and the general public.

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:
Work is primarily performed in an indoor, climate-controlled environment and has moderate exposure to disagreeable elements (e.g., irate customer, extreme noise, heat, odors, heights and/or dust).
This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. Frequent lifting 10 to 25 pounds; occasional lifting up to 50 lbs. Employee must be able to push or pull a loaded two-sided, six shelf book cart. Employee must occasionally retrieve library materials by climbing and/or reaching to top shelves of standard 84" library shelving and stooping to floor-level shelves of library shelving and bottom drawers of file cabinets.
