Are you ready to assist the Iowa Department of Natural Resources in furthering its mission of: Conserving and enhancing our natural resources in cooperation with individuals and organizations to improve the quality of life in Iowa and ensure a legacy for future generations? If yes - we are seeking a Law Enforcement & Investigation Support Specialist team member. This is an entry level opportunity for the right candidate to gain valuable experience and knowledge in Law Enforcement with the Iowa DNR. If you are new to State of Iowa employment, you will be expected to start at the base of the pay range for this position.
The purpose of this position is to address the demands of the department's residency applications and license revocation review processes and provide support to the Conservation Officer Investigators. This person will also be the TIP Program Administrator and will be the bureau's Law Enforcement capital's budget liaison and fleet manager.
In this role, the right candidate will work in several key areas:

Specialized Licensing Programs:

  • Residency Program. Oversee program; review and analyze applications to determine residency status.
  • Multiple Offender Program. Provide assistance, assign violation points, serve as liaison on offender cases, work with legal services.
  • License Suspension Program. Provide support and assistance to Customer Service staff on processing suspensions, non-compliant offenders, liquidated damages and court ordered license suspensions.
  • Liquidated Damages Program. Provide support and assistance to Customer Service staff to coordinate the payment of debt with defendant and department cashier; serve as liaison with all Clerk of Court offices relating to liquidated damages, process suspensions for delinquent debtors.

Fleet Management:
  • Conduct approved replacement of LE Bureau vehicles; ensure all necessary maintenance and repairs are conducted; oversee the equipment installation on LE Bureau vehicles; research and make recommendations for the most cost effective options for LE Bureau vehicles; document fleet records for the LE Bureau; Liaison with Department of Administrative Services fleet management to ensure all fleet records are accurate and complete; coordinate with District Captains/Supervisors on patrol vehicle IT matters; oversee patrol vehicle IT issues, to include laptop computers, body cameras and any other devices utilized in patrol vehicles.

Law Enforcement Technical Support:
  • TIP Program: Manage all user accounts; provides training on the system; serve as a liaison between the department and the TIP Board
  • Published Document Review; Serve as the Bureau liaison on the document review committee for all published regulation books; review documents for accuracy relating to Iowa Code and Iowa Administrative Code.

Capital Budgeting:
  • Serve as the bureau liaison for CRD prioritization meetings; coordinate with District Captains/Supervisors on capital projects; serve as a liaison between District Captains and Engineering during capital project processes to ensure timely project completion; assist Bureau Chief with capital and operations budget.

Essential Functions
What critical skills we are looking for:
  • Compiles data and assists with management of electronic reports and software.
  • Exercises independent judgment to determine the validity and accuracy of documents and intelligence received.
  • Gathers information to assist in complex investigations.
  • Applies technical knowledge to competently manage data and workload as assigned.
  • Prepares reports and documents for Command Staff.
  • Gathers information during residency, revocation, and TIP investigations by interviewing and obtaining statements from victims, witnesses, suspects, and confidential informants.
  • Effectively communicates with people by giving information and directions, mediating disputes, and advising of rights and processes.
  • Endures verbal and mental abuse when confronted with hostile views and opinions of suspects and others encountered in antagonistic environments.
  • Applies technical knowledge to competently manage job duties independently and with minimal supervision.
  • Communicates effectively with the public, staff, management, constituents, legislators, and state and federal agencies; uses PC-based software to prepare reports and complete tasks.

Critical Job Competencies
1. Must be able to operate Microsoft programs and products (i.e. Word, Excel, PowerPoint).
2. Must be able to operate Google programs and products (i.e. Gmail, Calendar, Google Docs, Google Drive, Google
Sheets, Google Forms).
3. Must be able to pass a thorough background check.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). The State's total compensation package features an outstanding set of employee benefits.

  3. Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as an Administrative Assistant 1.
