Major Functions
The County of Volusia is seeking an experienced Land Development Assistant for the Planning & Development Services Division. This position is located in DeLand, Florida, and is responsible for performing research on parcel history and property ownership, processing applications for Land Development in unincorporated Volusia County, and interacting with the public in a high-volume customer service lobby. The applicant must possess an understanding of plats and plat laws, as well as the ability to read legal descriptions and/or surveys. Balancing multiple tasks while continuing to meet deadlines is a key aspect of this position. The selected candidate should be knowledgeable with Microsoft Word, Excel, Adobe Acrobat or Bluebeam, and online maps.
Illustrative Duties

  • Provides information and direction to the general public regarding application procedures for all types of Land Development applications.
  • Reviews applications for provision of all required information and/or documentation.
  • Distributes application for necessary reviews.
  • Monitors progress of application review.
  • Reviews Land Development and planning applications, including those for site plans, subdivisions, and exemptions, for consistency with the Land Development code.
  • Verifies completion of all required reviews and notifies applicant of application status.
  • Serves as liaison between reviewing agencies and applicant.
  • Performs specialized processing functions for development review applications.
  • Tracks applications through the process to advise customers of status, problems, and final approval.
  • Responsible for multiple telephone lines and in-person requests for general assistance and information regarding applications, submittals, and the review process.
  • Handles customer questions and problems regarding application requirements, refers technical questions to appropriate staff, and advises customer of action taken as necessary.
  • Research plats, deed history, parcel history, property ownership, and the status of adjoining properties.
  • Determines a property's eligibility for various development orders including, but not limited to, site plans, subdivisions, and building permits.
  • Provides background information for Land Development and planning applications, including those for site plans, subdivisions, exemptions, and zoning cases.
  • Provides technical assistance in reviews and legal descriptions.
  • Provides technical assistance in the processing of subdivision plat vacations.
  • Assists with the preparation of exhibits for applications, including general location, floodplain, and other maps.
  • Searches for historic deed records at the Volusia County Courthouse and original plats at the Records Management Center.
  • Identifies mapping errors in the GIS system and works with the Property Appraiser's office to correct them.
  • Provides customer service on the phone, by email, and through front counter interactions.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements
Graduation from high school or possession of a GED and two (2) years relevant experience working in real estate, Land Development, planning, construction, zoning, customer service, clerical, or a related field.
Knowledge, Skills & Abilities
  • Ability to perform research.
  • Ability to read legal descriptions.
  • Knowledge of the process of creating legal lots.
  • Knowledge of the Government subdivision of Florida and the subsequent subdivision process.
  • Ability to understand zoning.
  • Ability to read and interpret maps and use mapping software.
  • Knowledge of basic Land Development review requirements for application types.
  • Knowledge of general application processing and specific procedures for assigned area(s).
  • Knowledge of County offices and functions.
  • Knowledge of Land Development and construction terminology.
  • Knowledge of general office duties, functions, and procedures.
  • Ability to deal with the public in a professional, courteous manner.
  • Ability to answer questions and resolve problem situations or refer to appropriate office.
  • Ability to compile comments and reports from various review areas into combined reports and correspondence regarding the review process.
  • Ability to follow checklists and recognize different types of required exhibits and plans.
  • Skilled in the use of personal computers and scanning equipment.
  • Skilled in the use of proper business formatting for finalizing letters, memos, reports, instructions, etc.
  • Skilled in the use of Microsoft Office and other applicable software.
  • Ability to learn county software, including AMANDA.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.

Mental Demands: Ability to perform shop math including fractions, percentages, ratios, multiplication, subtraction, and division. Ability to read and comprehend instructions, reports, permits, and applications. Ability to speak clearly and concisely. Ability to write detailed information and data in clear and proper English. Ability to answer multiple telephone lines. Ability to effectively provide general development information to the public.
