DYS is the juvenile corrections system for the state of Ohio. DYS is statutorily mandated to confine felony offenders, ages 10-21, who have been adjudicated and committed by one of Ohio's 88 county juvenile courts. During their stay with DYS, youth are engaged in programming that is designed to address their criminological and behavioral needs. DYS reaches thousands of youth in facilities and those on parole.

The Opportunity...
We are seeking a professional with considerable knowledge of Labor Relations/collective bargaining in order to function as head of Labor Relations for Indian River Juvenile Correctional Facility. Duties include, but are not limited to:
  • Reviews and develops policies and procedures to ensure compliance with bargaining contracts;
  • Plans and implements training of management, supervisors & exempt employees;
  • Identifies existing and potential labor problems and makes recommendations for resolutions;
  • Drafts labor management and Pick-A-Post agreements, computes/reviews seniority credits and makes appropriate changes;
  • Coordinates random drug testing;
  • Serves as management representative in labor management meetings;
  • Develops credible working relations with all unions and organizations with whom the agency deals;
  • Maintains all applicable Labor Relations files (e.g., staff incident/discipline process log); prepares reports for leadership; participates in managing statistics and other related information.
  • Responsible for the scheduling, holding and processing all step two grievances: investigates grievances and recommends resolution; follows up on resolution when required as directed;
  • Counsels employees regarding problems associated with their employment;
  • Receives ongoing training in all areas relative to collective bargaining.

Qualifications
24 mos. exp. in collective bargaining, which included Labor Relations & handling of grievances.
Or completion of undergraduate core program in human resources management or public or business administration that included coursework in human resources or Labor Relations.
Or 12 mos. exp. as Labor Relations Officer 1, 63471.
-Or equivalent of Minimum Class Qualifications For Employment noted above.
