ESSENTIAL JOB FUNCTIONS
- Performs code review on code submitted by the Programmers/Analysts.
- Architects, designs, administers, and maintains SharePoint On Premise and Online infrastructure and environments; architects, develops, implements, debugs, and deploys solutions for various in-house projects using the full stack development toolkit (IIS, IDE, CSS, HTML, etc); architects, designs, administers, and maintains Dynamics 365 environment and Platform environment.
- Leads programmers on various projects and programming outcomes.
- Engages with customers and provide exceptional customer service.
- Maintains IIS environments related to in house programs.
- Establishes SOPs on Programming and implementation.
- Maintain Code Repository and ensure proper procedures are in place for that repository.
- Determine the third-party tools used in Charlotte County's in-house programs.
- Support existing applications, including support for customers as well as keeping them up to date with current coding standards and implementing new features requested.
- Engage with current and potential vendors for current products or potential products for Charlotte County.
- Provide technical documentation on existing or future projects regarding flow, development, revisions, and training.
- Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
Min. Education, Licenses and Certifications
Education and Experience:

- Five (5) years of experience in programming, systems analysis and/or program implementation
- Or an equivalent combination of relevant training, education and experience
Knowledge, Skills and Abilities
- Knowledge of modern office practices, plans, and procedures.
- Considerable knowledge of systems analysis, programming and information technology concepts, techniques and principles.
- Knowledge of SharePoint administration and development.
- Knowledge of operations and practices of local government; ability to analyze and interpret departmental functions, procedures and policies.
- Knowledge of multiple programming languages and formats, such as T-SQL Server, C, PL/SQL, SharePoint 2010+, SharePoint Online, Microsoft 365, Visual Studio, C#, HTML, CSS, JavaScript, XML, XSLT, JQuery, and Power Fx.
- Skill in effective communication, both orally and in writing.
- Skill in prioritizing and organizing work.
- Ability to analyze departmental workflows, methods, and procedures using flow charts; ability to show system linkage, data movement, resource requirements, and in documenting specifications for handling, processing, and output preparation for each system function.
- Extensive experience in developing cloud-based applications: including Microsoft Azure and Power Platform.
- Extensive experience in Web development using HTML, CSS, JavaScript, XML, XSLT, JQuery. Knowledge of computer programming techniques and web technologies; ability to test system segments to determine requirement adequacy.
- Ability to design application solutions to the user needs with minimal or no supervision; maintain current working knowledge of installed application systems.
- Ability to logically structure and code computer programs to optimize application performance.
- Ability to interpret program languages, computer operations manuals and other appropriately related materials.
- Ability to author reports, business correspondence, and procedure manuals.
- Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.
