Job description

Oregon Health & Science University Section of Addiction Medicine, Improving Addiction Care Team (IMPACT), is devoted to providing substance use disorder (SUD) care to hospitalized patients through direct patient care, research, education, and advocacy. IMPACT is a well-established clinical service that supports statewide education (including a telementoring program, ECHO) and is supporting systems-level change through regional and national education, advocacy, and research.

 

The role of the IMPACT Operations Manager is to support overall IMPACT operations, including maintenance of existing programs, strategic planning, new program development, and providing oversight of organizational needs and priorities. This position partners with administrative and medical leadership to oversee the development, implementation, and management of an innovative new treatment model for patients with a substance use disorder. This position is responsible for resource planning and operational management of an existing inpatient service at OHSU, an emerging inpatient service at Hillsboro Medical Center, several grant-funded initiatives, research and evaluation efforts, and a variety of education and training efforts. It requires directing a large team in multidisciplinary collaboration with clinical and administrative

leaders in hospital departments such as medicine, social work, nursing, and with community partners including

peer agencies.

 

The successful candidate must have demonstrated ability to work with a team of health care providers and collaborate to achieve goals. Our practice also includes innovative models for delivering care to people with substance use disorder, integrating addictions care into general medical settings, and improving care systems overall. Program Oversight and Development

Manage existing IMPACT operations, including but not limited to managing contracts with non-OHSU vendors and payers, oversee budgets, lead reporting efforts, and assist the IMPACT Operations Manager as needed.

  • Coordinates and supports existing and emerging continuous quality improvement efforts
  • Orchestrates the coordination of multidisciplinary teams in an enterprise-wide strategic and operational initiative.
    • Leads strategic planning efforts to identify priorities and goals for IMPACT initiatives and ensure alignment with other OHSU and addiction medicine priorities and goals.
    • Develops financial models and business plans for new programs
    • Works with internal partners to translate a vision for care redesign into a detailed plan and to implement and track that plan.
    • Ensures communication, collaboration, and alignment within and among committees to meet project milestones and deadlines.
    • Prioritizes and monitors workgroup deliverables.
    • Collaborates with workgroup leadership to develop meeting materials, presentations and action items. 

Staff oversight and Management

IMPACT includes an interprofessional clinical team of physicians, Advanced Practice Providers, social workers, and peers with lived experience in recovery, and a non-clinical staff that includes an administrative coordinator and research team. Responsibilities include:

  • Supervises non-clinical staff
  • Supports staff hiring, onboarding, direction of training, performance evaluation and improvement, and interpreting hospital policies.
  • Develops and mentors junior administrative staff members to promote retention and advancement.

Financial Management:

  • Manages budgets and cost control clinical services and grant-funded initiatives
  • Collaborates with the Department’s Administrative Director for Finance on key financial aspects of the practices such as forecasting revenue and budgeting expenses.
  • Partners with payers (e.g. CCOs) to support case-rates and other revenue streams
  • Optimizes revenue through close coordination with the Professional Billing Office on billing and collection for services.

Research/Philanthropy/Grant Support:

  • Administratively oversees IMPACT research efforts, including development of study design, submission of Institutional Review Board proposals, and coordination of outcomes analysis for several quasi-experimental and qualitative studies
  • Manages the implementation, evaluation, reporting, and finances for four current state, federal, and private grants
  • Partners with grant managers to support pre-and post-award research administration.
  • Monitors grant opportunities and manage submission of grant applications.
  • Coordinates with the OHSU Foundation and Development Office on grant application submissions and philanthropic opportunities.

Coordinate and support interprofessional educational activities.

  • Provides administrative oversight to addiction medicine fellows, residents, and students rotating on IMPACT
  • Supports efforts to balance clinical and educational missions and priorities

Education:

  • Bachelor’s Degree in healthcare administration/management, business administration or a related field (for example, but not limited to Public Health, Health Services Research)

Experience:

  • 5 years of relevant experience in project management and/or administration

  • Excellent interpersonal, written and verbal communication skills, including the ability to speak effectively in large groups. Ability to engage and communicate with diverse stakeholders.
  • Proven leadership abilities including the capability to disseminate directives for execution by an operational team.
  • Must be analytical and organized; able to prioritize and handle multiple tasks and undertake assignments with initiative, in an environment of competing priorities.
  • Exceptional computer skills (including word processing, database, electronic mail, internet, presentations, and spreadsheets) required. Proficiency in Microsoft Office Suite.
  • Ability to work independently and in teams to meet short-term and long-term deadlines.
  • Creative problem solver, innovative thinker and capable of independent action and decision making, with ability to know when to escalate key issues.
  • Ability to promote values of diversity, equity, inclusion, and foster a culture, where all team members can operate at the top of their potentia
  • Must be able to perform the essential functions of the position with or without accommodation

Education:

  • Master’s Degree in related field Project management training

Experience:

  • Project management experience in healthcare or higher education setting
  • Experience in healthcare operations or management
  • Experience working with grants

Job Related Knowledge, Skills and Abilities

  • Ability to contribute to IRB-approved research; including accurate data collection, completion of applicable case report forms, keeping regulatory and IRB materials maintained.
  • Ability to oversee research team personnel.

The work occurs primarily in a typical office environment within a hospital setting. Work hours are as required to complete assignment, core hours are 8 am to 5 pm, Monday through Friday. There will occasionally a need to participate in events which may occur outside core hours. It is expected that there will be some out of town travel.
