- Purpose of Position
The HR Manager will be fully dedicated to the In Home Care (IHC) Department for the management and administration of employment requirements of Home Care Aides (Caregivers) from initial hire, training, and ongoing requirements to comply with state law, regulations for Home Care agencies. HR Manager will ensure that all KWA Caregivers are prepared to provide proper care to Medicaid clients in WA.
- Essential Duties and Responsibilities
- Coordinates the functions of IHC Personnel Specialists to ensure that all Caregivers maintain employment requirements including background check, training, testing, and education
- Works with the IHC Director and Human Resources Department to ensure Caregivers meet KWA and regulatory requirements
- Understands WA state law, Statement of Work, union requirements, and contracts regarding CG employment for all offices
- Develop Personnel Specialist II position with a training and supervisory role for Personnel Specialist I
- Create communication structure for Personnel Specialists I and II, Regional Managers, and In-Home Care Supervisors
- Develop training procedures for Personnel Specialists
- Establish process to ensure Personnel Specialists document, track, and monitor all work activities that maintain CGs work eligibility
- Establish performance expectations of Personnel Specialists s based upon job requirements - including work load and annual performance evaluation
- Establish and ensure consistent practices for CGs who go out of compliance and may be disciplined, suspended, or potentially terminated
- Regularly updates paperwork to reflect changes to WACs, actions as a result of audit findings, or any other contracting entity or regulatory body
- Develops teamwork, meetings, and flow of information between AAs across offices
- Works to reduce paperwork and identify areas where digital tools can be used to improve efficiency and compliance accuracy
- Redevelop work flow to reduce waste and improve accountability
- Create digital tools to replace paper processes such as: application process, background check, CG annual review, and submission of entitlement requests
- Acts to identify areas of risk and deficiency. Collaborates to solve these problems to improve client and Caregiver staff
- Collaborates with IHC Leadership team of Director, Compliance Manager, Business Development Manager, and Regional Managers
- Works with Business Development Manager to maintain continuous flow of CG candidates
- Works with Finance Department to ensure payment and billing accuracy for all CG activities
- Leads the CG portion of Personnel Specialist audit prep across all offices with IHC Compliance Manager
- Implements IHC and HR policies and procedures in collaboration with other IHC staff
- Create and track reporting deadlines semi-monthly so that CGs remain in compliance
- Compiles monthly data on hiring, termination
- Position Requirements, Competencies and Qualifications
- Excellent interpersonal and communication skills;
- Excellent time management and organizational skills;
- Ability to work independently and cooperatively with others;
- Ability to type 45 WPM
- Proficient in MS Office Suite, e.g. PowerPoint, Excel, WORD, etc.;
- Excellent project management skills
- Satisfactorily pass criminal history and reference checks;
3.1Education
- Bachelor's degree in Human Resources, Communications, Social Work or related field. And/Or
3.2 Experience
- Minimum 3 years program, people, or large project management.
- In-Home Care leadership experience is a plus.
- Working Conditions
- Ability to work in an office environment
- Regularly travel to different locations across WA State
- Work involves sitting most of the time, but may involve walking, standing, bending, reaching, twisting, and traveling
- Physical Requirements
- Ability to apply principles of logical thinking, to define problems
- Ability to interpret a variety of instructions furnished in written, verbal, diagrammatic or schedule form
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of the position
- Clarity of vision at 20 inches or less, up to 20 feet or more
