Job description

Under general supervision of the Human Services Director of Business Operations, this position supports the mission of Blue Earth County Human Services by effectively and efficiently delivering essential services to families and individuals so they can achieve their potential through active community participation. The Human Services Supervisor - Mental Health Center directs and supervises staff, develops, and plans programs, provides fiscal management, provides staff development, assures program quality, and directs the day-to-day operations of the Mental Health Center.

ESSENTIAL FUNCTIONS:
  1. Directs and supervises staff. Participates in and makes recommendations for hire, transfer, and/or promotion of staff and assigns and directs work. Evaluates and provides feedback regarding employee performance and development. Recommends and issues disciplinary actions, and performance improvement measures. Coaches, mentors, trains, leads, and advises department staff. Approves timecards and plans and coordinates time off and schedules to ensure quality customer service. Interprets personnel rules, union contracts and ensures staff accountability to policies and procedures. Facilitates staff meetings.
  2. Provides Fiscal Management. Recommends the needed services within the budget parameters. Develops contracts with community service providers. Prepares contracts for Board review. Determines specific services, negotiates rates of payment for service, and monitors service outcomes. Analyzes past/present/future fiscal trends and service demands. Authorizes unit expenditure and monitors the unit program budget. Develops procedures to minimize County fiscal liability and maximize third party revenues. Fully engages annual budget planning process.
  3. Develops Programs. Directs and interprets needs assessments to adjust to changes at the local, state, and federal levels. Researches and recommends changes to be made in service delivery system, including the most effective use of technology. Works with community providers to improve coordinated services. Develops and utilizes community-based programs to enhance efficiencies, balancing program, and fiscal needs. Evaluates and assess the appropriateness and effectiveness of services through performance and utilization measures.
  4. Problem Solving. Develops and recommends changes to policies and procedures. Provides consultation to administrative team and staff regarding complex problem solving. Directs on-going assessment of potential problems and develops strategies to proactively prevent problems.
  5. Technical Supports. Provides interpretation of relevant rules, statutes, and policies to staff, specific to their program areas. Writes and develops proposals in conjunction with other stakeholders for program development projects. Defines, measures, and communicates clear practice standards that are used to ensure staff performance and accountability.
  6. Training and Education. Consults with other unit supervisors to assure integration of services and teamwork. Approves and tracks the training and education hours of staff. Offers, recommends, and provides training to staff as appropriate.
  7. Assures Program Quality. Evaluates performance against federal, state, and local standards. Ensures compliance and acceptable levels of staff performance. Interprets fiscal, statistical, and data-driven reports. Prepares performance data and analysis for Board review. Ensures required documentation is completed and casework meets practice standards. Makes recommendations to better use technology and improve overall quality. Oversees the development of the proper documentation protocols.

  9. Interacts Positively with Internal and External Customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers. Ensures healthy, professional, and productive workplace environment. Considers safety of clients and staff. Guards against bullying or harassing behaviors in the work setting. Promotes conflict resolution skills and proactive communication techniques.
  10. Performs the Physical and Mental Demands of the Position.
  11. Attendance during regularly scheduled work hours and outside regular hours as necessary. Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours) to communicate with subordinates, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.

ADDITIONAL FUNCTIONS
  1. Professional Development, Leadership, and Education. Participates in training and education opportunities to maintain and improve proficiency with regard to best practices and service delivery. Attends and participates in appropriate professional organizations. Reads appropriate bulletins and articles. Associates with agents and departments from other counties and states to stay current on industry standards of practice. Attends management team meetings. Represents county and participates in various statewide and local committees, organizations, and task forces.
  2. Performs Other Related Functions as Apparent or Assigned.
MINIMUM QUALIFICATIONS:
  • Bachelor's degree in social work, psychology, nursing, or directly related field and three (3) years of experience; OR
  • 5 years of an equivalent combination of education and experience necessary to perform the essential functions of the position.

PREFERRED QUALIFICATIONS:
  • At least five (5) years' experience in Human Services, two (2) years of which should be at the supervisory level.
  • Direct supervisory experience with adult Mental Health or chemical health services.
  • Experience managing budgets, contracts, and providing fiscal oversight.
  • Experience with program development, evaluation, and needs assessment.
  • Fluent in understanding and speaking languages other than English such as: Spanish, Somali, Chinese, Sudanese, or Arabic.

CONDITIONS OF EMPLOYMENT:
  • Must successfully pass a background check.
  • Must possess a valid driver's license and be able to drive in the State of Minnesota.
  • Must comply with all federal and state laws and organizational and departmental policies and regulations.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes.

Monday through Friday from 8:00 a.m. to 5:00 p.m. Some evening and weekend hours may be required.
