Saint Paul Public Libraries (SPPL) is hiring a Human Resources Senior Consultant who will provide expert professional HR work and consulting services to current and prospective employees of SPPL. Responsible for planning, development, and operation of HR functions within SPPL. Leads large strategic projects. Develops programs and initiatives aligning with goals around organizational development, conducts interventions to address concerns. Guides and coaches employees, managers, and supervisors regarding Civil Service Rules, Collective Bargaining Agreements, and various Employment Laws.
Manages workforce in recruitment/hiring; advises on coaching and discipline; identifies development opportunities.
Oversees accommodation requests, monitors vacancies, supervises assigned staff.
Coordinates with City investigative team for workplace conduct issues, handles investigations. Represents department in negotiations, mediation, and arbitration.
Designs and implements onboarding program and coordinates training and development initiatives. Assesses existing classifications for the reduction of barriers.
Partners with Library's Equity, Inclusion, and Anti-Racism Coordinator on diversity and inclusion issues and opportunities.
