This position performs advanced level compensation and job classification work for Dakota County under the direction of the Total Compensation Manager.

Minimum Qualifications
• Bachelor's Degree in Business Administration, Human Resources or related field
AND
• Three years of experience in administering employee compensation, Classification and Analytics
OR
• An equivalent combination of education and experience.
Preferred Qualifications:
• CCP or PHR/SHRM Certifications.
Duties & Responsibilities
These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved Work Schedule is required for all positions.
1. Administer, design and develop County compensation and job classification programs.
2. Help execute the County strategic goals relating to County compensation and job evaluation classification system.
3. Develop and implement compensation and job classification assignments.
4. Responsible for ensuring that all employee salary adjustments are accurately calculated and processed on a timely basis. Work closely with total compensation team and payroll in the Finance Department.
5. Work with Employee Relations Generalists and Department Managers to assess, change, guide and advise on the job evaluation and classification system.
6.Work closely with budget staff and department management on new positions needing to be classified annually.
7. Responsible for maintaining and administering policies and procedures relating to compensation, job evaluation, and classifications.
8. May represent the County as the subject matter expert to external agencies.
9. Participate in a variety of salary surveys (counties, cities, private sector surveys).
10. Provides compensation summary and other Human Resources reports as needed.
11. Create compensation analyses and organizational charts as needed for county executive staff.
12. Manage department reporting systems and respond to requests for ad hoc and new reports, determining best methods for obtaining and presentation of data.
13. Implement annual merit comp plan changes.
14. Assist County employees with compensation, job evaluation, and classification questions and concerns.
15. Lead updates annually in the County HRIS Compensation Module in coordination with IT to implement annual merit comp plan changes.
16. Other duties as assigned.
Knowledge, Skills & Abilities and Work Environment
• Demonstrated knowledge and experience in compensation design and administration.
• Demonstrated knowledge of evaluating jobs and classifying them in appropriate classifications.
• Demonstrated ability to work independent.
• Ability and skill to develop, design, implement and monitor comprehensive programs, systems, policies and procedures in the job Classification and compensation areas.
• Comprehensive knowledge and advanced skills in Microsoft Office programs and HRIS.
• Knowledge of wage and hour laws and regulations, compensation trends, and human resource practices and principles.
• Knowledge of government functions and organizations affecting county government.
• Ability to efficiently and effectively multi-task.
• Ability to establish and maintain positive, cooperative, and meaningful working relationships with County staff, representatives of government and private sector, policymakers, the general public, and elected officials.
• Ability to understand and apply rules, ordinances, standards and guidelines.
• Excellent oral and written communication skills and the ability to deliver messages and communications professionally and positively.
• Ability to organize work tasks and use time effectively.
WORK ENVIRONMENT: Work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.
