Overview: The Public Advocate for the City of New York is a citywide elected official who serves as a direct link between the electorate and city government, effectively acting as an ombudsman, or "watchdog," for New Yorkers by providing oversight of city agencies, investigating citizens' complaints about city services and making legislative or policy proposals to address perceived shortcomings of those services. The Public Advocate presides over New York City Council stated meetings and is a non-voting member of the Council with the right to introduce and co-sponsor legislation. Job Description: Under the supervision of the Deputy Chief of Staff, the Human Resources (HR) Manager will lead the routine functions of the HR department including the recruiting, interviewing and hiring of staff, administering benefits and enforcing office policies and procedures. The HR Manager will partner with senior leadership to establish and implement strategic practices that foster an employee oriented and high performance culture emphasizing growth, quality, productivity and the highest ethical standards. Provides support and guidance to leadership and staff with complex, specialized, and sensitive questions and issues. Will be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations. The HR Manager will coordinate the office appraisal program and maintain a tracking system for records retention. The HR Manager will be responsible for overseeing the office volunteer and internship program. This includes recruiting, processing and onboarding qualified interns and volunteers.

Qualifications:
- Bachelor’s degree in Human Resources, Business Administration or related field required.
- A minimum of three years of human resource management experience is preferred. SHRM-CP or SHRM-SCP are highly desired.
- Strong knowledge of payroll, timekeeping, benefits administration, and general Human Resources policies and procedures.
- Demonstrated knowledge and experience with federal, state, local EEOC, and anti-harassment laws.
- Excellent verbal and written communication skills.
- Strong analytical and problem-solving skills.
- Excellent organizational skills and attention to detail.
- Strong interpersonal and conflict resolution skills.
- Ability to prioritize tasks in high-pressure situations and delegate them when appropriate.
- Ability to act with integrity, professionalism, and maintain a high level of discretion and confidentiality.
- Proficient computer skills (microsoft office and google suite).
- Experience working with City HRIS systems and applications, such as NYCAPS, PRISE, PMS, CHRMS, RMDS, and CityTime are highly desired.
Salary:
- $70,000 — $75,000 annually
