ABOUT THIS POSITION


The City of Phoenix is seeking motivated, results-oriented Human Resources professionals for Human Resources Generalist (Human Resources Analyst) positions. The positions serve a vital role in the success of the City and assigned department by applying professional knowledge and judgment to a variety of technical Human Resources problems.

Currently, there are vacancies in the following City of Phoenix Departments: Street Transportation Department and Water Services Department.


  • Water Services Department - The Human Resources Generalist position assigned to the Water Services Department directly supervises and provides day-to-day oversight of staff that process payroll and Human Resources transactions. The position performs transactional Human Resources duties; conducts analyses of data; responds to and resolves escalated Human Resources and payroll inquiries; advises on Human Resources policies and procedures; conducts payroll-related trainings; and performs other tasks in support of the Water Services Department.

  • Street Transportation Department - The Human Resources Generalist position assigned to the Street Transportation Department supervises staff that process Human Resources and payroll transactions. Responsibilities of the position include addressing escalated Human Resources and payroll inquiries; spearheading change management initiatives; collaborating with staff to contribute to training initiatives; participating in recruiting and selection processes; overseeing FMLA/ADA administration; and facilitating purchasing processes for the Department’s Human Resources section.

IDEAL CANDIDATE

  • Knowledge of City of Phoenix leave policies, HRIS leave modules, payroll transactions, and procedures.
  • Demonstrate proficiency with Microsoft Office, Excel, Word, Outlook, and PowerPoint.
  • Ability to audit and compare written and electronic data.
  • Knowledge of policies to review work process and prepare recommendations.
  • Key skills for success include creative and innovative thinking, effective work management, decision-making, planning and organization, interpersonal communication, and continuous learning and self-development.

SALARY


Pay Range: $23.74 to $40.61 per hour.

Hiring Range: $23.74 to $ $31.82 per hour.

Pay Range Explanation:

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Human Resources, public or business administration, or a related field, and Human Resources experience at the paraprofessional level or higher.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Experience with:

  • Processing payroll transactions.
  • Managing position control reports.
  • Recruiting and interviewing.
  • Auditing processes and procedures.
  • Processing industrial claims.
  • Preparing and presenting training to all levels of staff.
  • Supervising staff.
