The Ark-Tex Council of Governments proudly serves Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Red River, and Titus Counties in Texas as well as Miller County in Arkansas. The Ark-Tex Council of Governments (ATCOG) is now accepting applications for Human Resources Director, Announcement #2406. This position is located in Texarkana, Texas. The Human Resources Director manages and coordinates the day-to-day operations of Human Resources activities for agency and subsidiary companies including employee recruiting, hiring/separations, classification, compensation, benefits and records, grievances, training, surveys and analysis, risk management functions, and compliance with employment laws. This position has personal contact with state and/or federal agencies, employment agencies, and the general public.
EDUCATION/TRAINING:
Bachelor's degree (BA/BS) in Human Resources, business administration or related field, and two (2) years job specific experience; OR High school diploma, or its equivalent, and six (6) years of experience in related field; OR any equivalent combination of experience and training that provides the required knowledge, skills and abilities. SHRM certification preferred.
KNOWLEDGE, SKILLS AND ABILITY:
Knowledge of Human Resources policies and procedures; state and federal laws and regulations related to personnel management, equal employment and affirmative action; interviewing techniques; employee benefits administration; recruitment, selection and hiring; counseling and guiding; and personnel records management.
Skill/Ability to deal with people of diverse educational backgrounds; establish and maintain effective working relationships with elected officials, co-workers, employees at state/federal agencies, and the general public. Must demonstrate proficiency using PC in Windows environment, to include word processing, spreadsheets, data entry and graphics programs. Skill to communicate effectively both orally and in writing. Must possess decision making skills and the ability to work independently, along with the skill to pay great attention to detail. Must uphold strict confidentiality in dealing with sensitive information, including personnel matters and other proprietary information. Ability to see, hear, reach, stoop, bend, and lift and carry up to 30 pounds required. Must perform all essential job functions with or without reasonable accommodations.
AdditionalRequirement: Must possess a valid motor vehicle operator's license subject to an approved motor vehicle report and reliable transportation with valid proof of insurance for travel within ATCOG region.
