Deputy Director Of Human Resources And Risk Management

The City of Friendswood is currently accepting applications for a full-time Deputy Director ofHuman Resources and Risk Management, in the Human Resource Department. This position will, under administrative direction of the Director of Human Resources, assist with the leadership, management, and administration of the Human Resources Department. Assists in the development and administration of policies and procedures for City employees. Acts as the Human Resources Director in the Director's absence.

WORK PERFORMED:

• Assists in the maintenance of the City's compensation plan
• Assists in the preparation and administration of the Human Resources and Risk Management budget.
• Assists in the development and maintenance of the City's personnel policies to ensure compliance with all regulations. Consults legal counsel to ensure that policies comply with federal and state law.
• Conducts employee surveys and research to confirm the City mission responds to it's employee's needs. Evaluates the relationship between engagement and development initiatives with the City's turnover rate, survey results etc. Makes suggestions for improvements as necessary.
• Monitors employee evaluations to ensure appropriate and timely completion.
• Oversees the City's Wellness Program
• Develops and maintains a Human Resources system that meets senior management information needs.
• Assists in identifying and providing training and development opportunities for City employees.
• Supervises and monitors the payroll process, employee status changes, all benefit plans, FLSA, COBRA & HIPAA compliance, time sheet posting, personnel policy compliance and benefit hours reporting.
• Consults with employees regarding employee benefits.
• Ensures safety training is provided for all City employees.
• Serves as a back up for the Risk and Safety Manager as necessary.
• Assists with policy renewal, claims, issuance of certificates of insurance, and budget planning.
• Coordinates or performs investigation of possible violations of City personnel policy, i.e. discrimination, harassment, etc.
• Ensures all benefit bills are reconciled and paid in a timely manner. Any discrepancies are addressed and corrected immediately.
• Performs other duties within area of responsibility and ability as assigned.

Education and Experience:

• Bachelor's Degree in Human Resources, Organizational Development, or Business Administration from an accredited university.
• Five to eight years of directly related experience in all aspects of Human Resources and Risk and insurance management.
• Two years of first line supervisory experience preferred.

Skills, Knowledge and Abilities:

• Knowledge of Human Resources, Payroll, Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), Americans with Disabilities Act Amendment Act (ADAAA), Medical Privacy Act and Health Insurance Portability and Accountability Act (HIPAA) and General Employment Laws (State and Federal)

• Knowledge of principles, methods, and techniques for the presentation of training and development programs across multiple platforms and covering soft and technical leadership skills..
• Knowledgeable of HRIS and other computer applications specific to Human Resources and Risk Management.

• Ability to speak effectively before groups.
• Bilingual in Spanish and English preferred

This position may require 24 hour availability in emergency situations
