JOB DESCRIPTION:
Under the direction of the Director or Manager, perform professional level work in the Human Resources Department. Responsibilities include the planning, development and administration of the City's self-funded and administered Workers Compensation, leave, and Benefits programs in compliance with all related federal, state and city laws, regulations, policies, contracts and procedures. Duties involve exercising considerable initiative, judgment, and independent decision making based on experience and knowledge of departmental policy and operations. The work is reviewed by observation and through evaluations of reports, projects, and customer feedback. The work in this class may involve the indirect supervision of other staff members.

Job Responsibilities:
- Originate new Workers Compensations claims, follow up to ensure claims are filed in a timely manner, pursue additional information, work with third party administrator (TPA) in administering claims.
- Administer existing claims files; keep notes on contacts and work with claimants, doctors, attorneys and TPA to return claimants to work, to pursue adjudication of claims, and to coordinate reasonable accommodations.
- Coordinate Workers Compensation payroll, self-administered WPFML, FMLA, and sick leave and other applicable supplements, and DRS retirement credits.
- Consult, advise, and train managers, supervisors and employees on state laws and city policy regarding Workers Compensation issues; assist in the application of Workers Compensation and light duty practices and policies to ensure compliance with L&I rules.
- Collect and analyze data to assist in resolution of grievance and arbitration issues, litigation and discriminations claims. Provide coordination of and assistance on departmental projects such as labor issues, discriminations complaints, personnel analysis, etc.
- Administer all leave and benefit policies and procedures and maintain employee insurance records; perform technical functions associated with benefits policies and procedures and insurance for employees and dependents, such as eligibility determination, benefit calculations, etc.
- Administer and coordinate leave programs, including WPSL, self-administered WPFML, FMLA, and shared leave.
- Counsel employees on all areas of employee Workers Compensation, leave, and Benefits related personnel policies.
- Plan, implement, and provide employee education and training programs for all areas of the city's leave and Benefits programs.
- Assist employees with benefit program enrollment by distributing materials and assuring accurate form completion and communication of information to payroll; troubleshoot claim service problems for employees as necessary. Answer employee and supervisor/department questions regarding Benefits Administration and other policies and procedures. Prepare and present benefits training modules.
- Prepare and maintain routine monthly billings and internal and external updates to the employee benefit records.
- Research and respond to employee inquiries related to benefits, including but not limited to medical and dental insurance, deferred compensation, retirement, flexible benefits, and COBRA.
- Interpret plan coverage and eligibility provisions and act as liaison between the city's third party administrator (TPA) and the city regarding employee benefit programs.
- Advise department directors and supervisors concerning a variety of personnel matters relating to Workers Compensation, leave, and Benefits.
- May participate in hiring processes, including the development of classifications, administration of Civil Service recruitment processes, and interviews.
- Perform related work and special projects as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
A combination of education and related experience may substitute for education requirements.
- Bachelor's Degree in Human Resource Management, Public or Business Administration or a related field and
- Minimum of 2 years experience in Human Resources including experience in at least one of the following areas: Workers Compensation, Leave, and/or Benefits Administration.
- Certification as a Professional in Human Resources (PHR) desirable.

The City of Everett provides a consisting of the following:

- HMA self-insured Vision Plan
- Life Insurance for the employee in the amount of 2x the annual salary to $250,000 maximum
- Accidental Death and Dismemberment Policy
- Long Term Disability Policy
Benefit eligibility for the employee and eligible dependents begins the first day of the month following the employee's hire date. Premiums for Delta Dental and HMA Vision are paid by the City on behalf of the employee and eligible dependents. Premiums for Life, LTD, Accidental Death & Dismemberment coverage on behalf of the employee are paid by the City. Premiums for HMA Medical and Kaiser Medical coverage are shared by the employee.
An additional benefit is available through a Voluntary Life Insurance program for the employee, spouse, and children. The employee pays the premiums for this benefit.
It is mandatory that both the City and the employee pay into the Department of RetirementSystems for Washington State.
Three voluntary Deferred Compensation programs are available for employee participation.
A Flexible Spending Plan is available that allows you to make pre-tax contributions for Health Care reimbursement and/or Dependent Care reimbursement for those expenses not covered by medical.
The Employee Assistance Program EAP is provided free of charge to employees and family members.
Generous vacation and sick leave benefits are provided to employees. Ten annual holidays and two floating holidays are paid.
