The Department of Executive Services is searching for an energetic and resourceful HR Analyst who is customer service focused and collaborativeto join our team as Human Resource Analyst. This position provides high-level recruitment support for the day-to-day human resources functions. Additionally, this position will require the HR Analyst to manage their own recruitments and provide advice and counsel to hiring managers. To be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill and ability to:
  • Lead full-cycle recruitments while providing excellent and professional customer service to our shared services agencies by developing job announcements, screening applicants, communicating with internal and external partners and proctoring employment examinations and interviews.
  • Serve as recruitment team coordinator. Participatein the recruitment and selection process by scheduling interviews, communicating with internal and external applicants over the phone, email and in person, preparing interview materials, proctoring exams, and administering applicant tracking, testing, references, and pre-employment requirements.
  • Lead onboarding activities and facilitate process improvement. Correspond with candidates, complete hire letters and other hiring documents, deliver information to candidates, hiring managers, and other units/departments, and perform weekly first day onboarding activities in person.
  • Utilize software applications (e.g. PeopleSoft, NeoGov, Laserfiche, Word, PowerPoint, and Excel) to create and maintain accurate personnel records., generate reports, create presentations, and prepare written materials.
  • Manage records by ensuring timely creation, maintenance, and archiving of documents/files to support historical accuracy; compiling information, documents, and records for public records act requests; and following records retention and destruction procedures in accordance with legal requirements.
  • Gather and report on crucial recruitment metrics (including client satisfaction and candidate experience) and devise strategies to make improvements where needed.
  • Deliver excellent customer service by responding to inquiries and delivering informational assistance to applicants, employees, and other customers, and coordinating with other units/departments to obtain information and/or to share information.
  • Assist other HR staff with their daily work.
WE ARE LOOKING FOR CANDIDATES WHO:
  • Have the ability to provide high level recruitment support to professional staff; OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of the position.
  • Have experience with Human Capital Management (HCM) and applicant tracking systems.
  • Have strong customer service, organizational, analytical, time management, communication, and interpersonal skills, including the ability to work well independently and as part of a team.
  • Can execute a full-cycle recruitment process.
  • Have the ability to utilize SharePoint and other tools to automate processes and track work items.
  • Are proficient in using office productivity suite (Word, Excel, PowerPoint, teams) in daily work, use online tools as well the ability to use application tracking and/or enterprise resource planning (ERP) software. (The county uses Microsoft Office, NeoGov, and PeopleSoft Human Capital Management application, and Zoom).
  • Are able to work on multiple tasks requiring a high degree of accuracy in a high pressure/short deadline/precise schedule environment.
  • Have the ability to maintain high degree of confidentiality with sensitive and personal information and use tact and diplomacy in all situations.
  • Have a genuine collaborative and consultative style in their approach to their work, understand the importance of building effective relationships with hiring managers, team members, and candidates.
  • Have excellent interpersonal skills and are very politically savvy; comfortable providing advice and consultation to supervisors/managers and leading value added discussions that challenge conventional norms and thinking.
  • Are able to be self-directed and effectively plan, organize, prioritize work on a daily basis.
  • Have the ability to demonstrate behaviors that include fairness, respect, and inclusiveness.

Hybrid work
The work associated with this position will be performed by teleworking, field work, onsite work and meetings as needed (typically one day a week). Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
