Our Human Resources Division is currently recruiting for a Classification & Compensation Analyst with excellent communication and problem-solving skills to join their exciting team.
We are one of the most public facing state agencies and the second largest revenue generating agency in Washington State. We regularly interact with over 6 million Washington residents. We advance public safety and consumer protection through licensing, regulation, and education, and collect approximately $3.4 billion in revenue. Duties
As the Classification & Compensation Analyst you will provide recommendations and assistance in the development, update, and maintenance of allocation, classification, and WGS/WMS policies and procedures. Your ability to communicate with a diverse group, and keen understanding of the value of excellent customer service will prove invaluable to your success. As the agency expert you will make decisions on complex classification and compensation issues that have wide range effect in the agency, and potentially enterprise wide.
Some of what you will do:
  • Provide interpretation and explanation of applicable state and federal employment laws, civil service rules, collective bargaining agreements, and agency policies and procedures.
  • Participate in the agency WMS Banding Committee.
  • Analyze, propose, and draft classifications, for review, allocation of positions and class package proposals.
  • Review and make decisions on employee-initiated Position Review Request (PRR) and conducts desk audits as needed.
  • Serve as the agency's Information Technology Professional Structure (ITPS) Coordinator, leading the review of positions in the ITPS.
  • Work with internal and external customers to determine the service delivery requirements required to improve efficiency, effectiveness and satisfaction of the services offered.

This is an in-training opportunity and will be hired at the Human Resource Consultant 3 (HRC3) level. New hires will be required to successfully complete the training plan in order to be promoted to the goal class of Human Resource Consultant 4 (HRC4).
The annual salary ranges are:
Human Resource Consultant 3 (HRC3) - $64,092 - $84,192
Human Resource Consultant 4 (HRC4) - $70,800 - 92,868

Qualifications
What you will bring:
  • Six (6) years of combined relevant experience and/or experience of broad-based professional human resources, social or organizational behavioral sciences, or related field.
  • Experience must include:
    • Three (3) years using Microsoft Office Suite Products - Word, Access, Excel, Outlook, and PowerPoint to create, compose, and edit written and illustrated materials, correspondents, reports, and spreadsheets.
    • Three (3) years interpreting complex Washington State Civil Service laws, rules, policies, RCWs/WACs, and/or Collective Bargaining Agreements.
    • Two (2) years communicating effectively verbally and in writing to a diverse clientele while respecting and maintaining confidentiality.
    • Two (2) years as an HR Generalist.
  • Ability to:
    • Create professional level correspondence and work with templates to create accurate and legally sufficient documents conveying information, recommendations, or assessments accurately and effectively.
    • Listen attentively, identify issues, provide options, fulfill services, and/or exercise knowledge of laws and regulations to assist others and/or resolve complaints or conflicts.

  • Experience can be obtained concurrently.
    Education to experience equivalency
    Associate's degree = 2 years Bachelor's degree = 4 years Master's degree = 5 years
    What may help set you apart:
    • Professional experience allocating positions in WMS, WGS, ITPS for Washington State Government and representing an employer with disputes in classification determinations.
    • Experience interpreting Washington state RCWs/WACs.
    • Professional HR certification such as PHR, SPHR, SHRM-CP,
      SHRM-SCP, or CCP (Certified Compensation Professional) or equivalent.
    • A Bachelor's degree involving a major study in human resources, organizational development, business, social or behavioral science, or allied field,
    • Experience leading projects, including creating project plans, managing timelines and deliverables, risks, identifying outcomes and communicating statuses and other information to stakeholders and staff at all levels of an organization.
    • Knowledge or experience with the Human Resource Management System (HRMS)
    Additional Conditions of employment:
    • This position is expected to work in office two (2) days a week or more as business needs arise.
    • The ability to travel statewide, sometimes overnight.

    Insurance Benefits
    Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

    Retirement and Deferred Compensation
    State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
    Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
    Social Security
    All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
    Public Service Loan Forgiveness
    If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
    Holidays
    Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
    Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
    Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
    Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
    Sick Leave
    Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
