The City of Anaheim Human Resources Department seeks an innovative and customer service oriented Employee Benefits Analyst (Human Resources Analyst I / II) to support the City's employee and retiree benefits administration. The Employee Benefits division oversees health insurance, wellness, tax savings programs, life insurance programs and deferred compensation plans. The Employee Benefits Analyst works collaboratively with colleagues, clients, and vendors in providing technical analyses, data interpretation, research, communications and related benefit consulting services in an integrated and thorough approach that meets clients' needs. The Employee Benefits Analyst will also perform a variety of professional level administrative duties in support of the City's Human Resources benefits administration and will provide information and assistance to City employees and the general public regarding Human Resources activities, policies, and procedures.
Candidates must possess at least one (1) year (Analyst I) or three (3) years (Analyst II) of increasingly responsible professional benefits administration experience supplemented by a Bachelor's degree from an accredited college or university with major course work in Human Resources, public administration, health administration, or a related field.
DISTINGUISHING CHARACTERISTICS:
Human Resources Analyst I
This is the entry-level class in the Human Resources Analyst series. This class is distinguished from the Human Resources Analyst II by the performance of the more routine tasks and duties assigned. Though typically used as an entry-level class, employees must have prior Human Resources experience.
Human Resources Analyst II
This is the full journey-level class within the Human Resources Analyst series. Employees within this class independently perform the more complex duties and may have responsibility over an assigned program or activity. Assignments are typically received in broad, outline form, and incumbents are expected to act independently in developing applicable resources and information.
The City of Anaheim reserves the option to hire at either Human Resources Analyst I or II level based on candidate qualification and selection process.
Essential Functions
- Participate in implementing a variety of human resource benefits administration programs and/or other related functions.
- Analyze, audit, and make recommendations for benefits administration; develop, analyze, and respond to benefit surveys including establishing classification comparability's; keep abreast of, analyze, and interpret all local, State, Federal, and other regulatory agency laws, rules, regulations, and policies applicable to benefit programs to ensure compliance with City policies and procedures.
- Develop policies and procedures related to management benefits administration; implement as required.
- Provide assistance with benefits issues; consult with managers and employees regarding the interpretation of personnel practices, policies, and procedures including related laws and regulations; provide information and assistance to departmental personnel.
- Conduct a variety of surveys to gather and compile information; compile data and prepare various charts and graphs; work with finance to calculate negotiated costs.
- Evaluate changes to bargaining unit memorandums of understanding and recommend applicable changes to personnel rules and regulations; prepare staff reports and resolutions for City Council approval; implement changes by notifying appropriate section in Human Resources.
- Assist in conducting inter/intradepartmental training programs and activities; coordinate implementation of training programs.
- Conduct research, analyze data, and prepare written and statistical reports and recommendations for a variety of human resource issues and topics; make oral presentations as required; update and revise written directives, rules, and regulations and various handbooks as appropriate.
- Prepare and administer requests for proposals for consulting services; participate in the evaluation and selection process; monitor work progress and product quality; review and recommend monthly progress payments.
- May participate in the development and monitoring of assigned budget; monitor expenditures and program revenues.
- Coordinate assigned activities with other departments, outside agencies and service providers.
- Assign, monitor and review the work of technical and clerical staff involved in personnel functions.
- Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of Human Resources administration.
- Perform related duties as required.
Qualifications
- One (1) year (Analyst I) or three (3) years (Analyst II) of increasingly responsible professional Human Resources administration experience, supplemented by a Bachelor's degree from an accredited college or university with major course work in Human Resources, public administration, business administration organizational/industrial psychology, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
- Knowledge of operations and activities of a Human Resources programs and services; recruitment and selection, benefits administration, training and development, and related functions of in a public sector environment; modern trends and legal issues in the field of human resource management; applicable Federal and State benefits and employment laws and regulations, including PERL, COBRA, HIPAA, and IRC benefits administration codes; methods and techniques of research and analysis of personnel administration and statistical measurements; adult learning theory and practices; instructional design and curriculum development; needs assessment and course evaluation techniques; organizational development intervention strategies and evaluation techniques; facilitation techniques; basic principles and procedures of record keeping; business letter writing and report preparation; principles and practices of customer service; office procedures, methods, and equipment including computers and applicable software applications; and pertinent laws, codes, and regulations.
- Ability to perform professional, technical and analytical Human Resources administration work; make independent decisions; collect, compile, and analyze information and data; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable Federal, State, and local policies, laws, and regulations; plan, develop and facilitate a variety of development programs, courses, and seminars; present training programs and classes; prepare clear, concise and accurate reports, memoranda, and related written communications; support City departments with coaching, consulting and development interventions; understand the organization and operation of the City and outside agencies as related to the personnel function; effectively use job advertising sources, methods, and techniques; respond to personnel related requests and inquiries from City employees and the general public; plan and organize work to meet changing priorities and deadlines; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; use applicant tracking software; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
- Possession of an appropriate, valid driver's license.

RETIREMENT BENEFITS – The City contracts with the California Public Employees Retirement System (CalPERS) to provide retirement benefits. Retirement formula is based on appointment date and membership status with CalPERS.
Note: Pension contribution limitations are set by CalPERS each calendar year, with compensation limit requirements for Public Employee Pension Reform Act (PEPRA) members and Classic members. Employee contributions will be deposited into a 401(a) account after reaching this limit. Employees with CalPERS membership dates prior to July 1, 1996 are not impacted by these limits.
