The ideal candidate will provide a breadth of Human Resources knowledge as a generalist.
The selected incumbent will be a self-motivated, task and detailed orientated, and enjoy working in a very fast paced work environment. This position provides analytical support duties such as processing and administering protected leave, working collaboratively with departments in full cycle recruitment, test development, employee matters, performance management, workplace investigations, medical leaves, benefits administration, and overall support to Human Resources processes.
This role will be a change agent and member of an innovated team to help the Human Resources Manager deliver a positive employee experience toward a Culture of Employee Trust and Engagement.
Summary Description
The Human Resources Analyst conducts job analysis for position classification and compensation studies; determines appropriate job classifications; prepares recruitment materials, flyers, brochures, advertising, screens applications, and develops selection examinations; conducts and validates written, structured orals, assessment centers, performance and physical agility examinations; prepares and revises class specifications; prepares manuals and materials related to personnel policies and procedures; conducts complex compensation surveys; assists in developing and implementing policies and procedures; provides information and support to departmental supervisors, managers, employees and the general public; prepares extensive administrative and personnel related analysis, studies and research projects; assists in designing, coordinating and implementing projects and programs in assigned areas, prepares reports both analytical and statistical; makes recommendations on a range of assigned subject matter areas; maintains complex data bases; prepares complex reports using a variety of software applications; administers employee benefit programs; assists employees in resolving problems with insurance claims; develop and conducts requests for proposals; develops and monitors contracts with consultants and vendors; reviews benefit related plan documents and makes recommendations; assists in the implementation of employee benefit plans and employee development programs, including orientation, training and safety; responds to employee and retiree questions and complaints; interfaces with third party administrators to resolve claims appeals and provides guidance on policy interpretation and plan documents, Administers the workers' compensation claims management function; submits insurance claims; monitors accepted claims prior to closure; provides information to claimants, attorneys, and worker's compensation carrier; assists employees in resolving issues related to workers compensation, safety, and health; maintains accurate databases; prepares reports and other related documentation. Interprets and provides advice regarding personnel rules, regulations, policy, and procedures; answers questions from employees, supervisors, and managers regarding a wide variety of personnel-related issues; participates in labor contract negotiation processes with assigned bargaining units. Performs other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of:
  • Principles, practices, and methods of current personnel and benefits administration in the public sector;
  • Federal, state, local laws, rules and regulations affecting public sector personnel administration;
  • Principles and practices of job analysis, classification and compensation administration;
  • Principles and practices of recruitment, selection and examination development;
  • Basic statistical theories and research techniques;
  • Basic principles of supervision and training;
  • Computer applications and uses for personnel administration activities;
  • Principles and practices of public sector contract administration;
  • Modem equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
Ability to:
  • Perform complex professional duties in support of assigned Human Resources program areas.
  • Conduct complex research projects on a wide variety of Human Resources topics, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Coordinate recruitment, selection, and testing processes.
  • Coordinate the administration of assigned risk management and safety programs and functions.
  • Review worker's compensation and liability insurance claim documents for completeness and accuracy.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies, and procedures, and standards relevant to work performed.
  • Maintain confidentiality of sensitive personal information of applicants, employees, former employees, and other matters affecting employee relations.
  • Maintain accurate files and records.
  • Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Effectively use computer systems, software applications relevant to work performed, and modem business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  • Demonstrate an awareness and appreciation of the cultural diversity of the community.
EXPERIENCE AND TRAINING QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university with major course work in Public Administration or Human Resources Management or a closely related field.
Experience: Four years of Human Resources experience equivalent to a Human Resources Technician with the City of Hemet or recent work experience equivalent in another public government agency, for example; Human Resources Specialist or Human Resources Technician.
Certification: Ability to obtain one of the following certifications within 12 months of employment. Certification as a Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) through the Human Resources Certification Institute, or as an IPMA CP or IPMA-CS through the International Public Management Association for Human Resources (IPMA-HR).
License: Possession of, or ability to obtain, an appropriate, valid driver's license.
Note: Recent work experience is defined as work experience within the past six (6) years.
HIGHLY DESIRABLE: Working in a full-service city, with strong benefits administration, worker's compensation administration and great working relationship with Public Safety.
Supplemental Information
WORKING CONDITIONS
Environmental Conditions: Employees work in an office environment with moderate noise levels; controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Exposure to computer screens.
May require occasional attendance at off-site testing facilities, off-site training, job fairs, and seminars; travel from site to site to conduct business related to HR training, administration, and staffing.
Physical Conditions: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Selection Process:

The following is a summary of the provided benefits to full-time employees in the Confidential Personnel unit. For further information, please refer to the Confidential Personnel Resolution.
Retirement: The City contracts with the California Public Employees Retirement System (CalPERS).
  • Classic Members: 2.5% at 55 Formula; 1959 survivor benefit; final compensation based on single highest year; employee contributes 8% (no Social Security deduction).
  • PEPRA (New) Members: 2% at 62 Formula; 1959 survivor benefit; final compensation based on a three-year average; employee contributes 50% of total normal cost, currently 7.25% (no Social Security deduction).

Medical Coverage:
  • The City contributes $1,100 per month toward medical insurance for employees and their eligible dependents.

Dental & Vision Coverage:
  • The City pays 100% of the premium for dental & vision coverage for employees and their dependents.

Life & Long-Term Disability Insurance:
  • The City pays 100% of the premium for a term-life insurance policy of $50,000.
  • The City pays 100% of the premium for long-term disability insurance.

Deferred Compensation:
  • The City contributes 2% of employee's monthly salary.
  • The City will match voluntary employee contributions up to $150 per month.
  • The City contributes $100 per month toward retiree medical benefits.

Educational Reimbursement:
  • The City will provide up to $2,000 per calendar year, subject to terms set forth in the Confidential Personnel Resolution.

Leave Accruals:
  • Employees earn up to the following amounts of leave:
    • 31 days per year of PTO (Personal Time Off)
    • 8 hours per month Sick Leave
    • 12 paid Holidays & 2 floating holidaysper year

Bilingual Pay:
  • The City will provide $100 per month for eligible assignments based on the City's needs for bilingual skill and successful completion of a test.

Work Schedule:
  • The City participates in flexible work scheduling based on providing appropriate coverage and adequate service to the public.
