The purpose of the Human Resources AdvisorSenior position is to support a high volume and large city department. PARD currently has 811+ Full Time Equivalent (FTE) and 2,000+ Temporary staff. This position will also provide Human Resources leadership, guidance and support in the areas of Talent Acquisition, Compensation, On-boarding, Training and Career Development/Mentoring for internal customer groups throughout the full recruiting and compensation/classification process.
Additional duties include, but are not limited to:
- Supports and advises designated client areas on critical matters related to staff compensation, including job classification, minimum qualifications, pay equity, starting salaries, internal equity and compression and market bench-marking.
- Performs position classification reviews/job analysis to recommend appropriate title and salary range based on an understanding of the nature, scope and complexity of a position and relevant market pay data.
- Analyze and implement process improvements.
- Represent the company at recruiting events such as job fairs and other community events.
- Ensure data accuracy of our recruiting database and systems.
- Communicate effectively and partner with HR and Recruiting Teams, ensuring combined objectives are achieved.
- Assisting in the coordination of other recruiting activities as needed.

- Direct experience in full cycle Talent Acquisition, creating a job posting, marketing positions, developing interview questions, conducting interview panels, using scoring matrices, creating interview assessments, conducting background checks, completing on-boarding of new employees.
- Human Resources Talent Acquisition experience with the City of Austin or in a government sector or a municipal civil service environment.
- Experience with Banner, Work Day or a similar Human Resources Information System.
- Experience with high volume talent acquisition of both exempt, non-exempt and temporary positions.
- Experience in compensation administration to include processing reclassifications, classifications, conducting market analysis and implementations, structuring and restructuring organizations, and developing and implementing career ladder or career progression programs.
- Experience with managing internship positions and programs.
- Ability to fluently communicate (reading, writing, speaking) in English and Spanish.
- Intermediate knowledge of Microsoft Office to include MS Teams, One Note, Word, Excel, PowerPoint and Outlook.
- Current PHR, SPHR, SHRM-CP, SHRM-SCP, IPMA-CP or IPMA-SCP certification.
