Overview:

INTECON, LLC is seeking a highly motivated and experienced Human Resources Subject Matter Expert to join its team in support of the FEMA Office of National Continuity Programs (ONCP) Business Management Division (BMD) . The selected candidate will play a critical role in ensuring the efficient and effective operation of the ONCP BMD. The role will involve providing expert advice on a range of Human Resources matters, including recruitment and selection, performance management, employee relations, training and development, and compliance with relevant legislation and policies.

Key Responsibilities:

  • Assist in project-specific deliverables which include but are not limited to:
  • Monitor and update HRA's and BMD's quarterly project management BMD branch plans for the Director of BMD's Individual Performance Review (IPR) and ONCP Executive Management
  • Assist in developing, maintaining, and delivering project-specific HRA education and communication (i.e., Employee Orientation Workshop, Employee Handbook, ONCP newsletter, Professional development emails)
  • Assist in monitoring, updating, and controlling Deployment Rosters, Cascade SOP, ONCP Personnel Contact list, and any other related ONCP roster.
  • Assist in monitoring, updating, and controlling Training SOP, and any other related Human Resources related SOPs.
  • Assist in the creation of Human Resources related PowerPoint presentations (*proficient in all Microsoft Software applications) (Senior Level preferred).
  • Assist in the project management for various HRA activities, including developing SOPs that describe various HRA processes and managing project calendar.
  • Assist in proofreading and providing feedback for all Human Resource- related correspondence packages prior to the BMD Director signing their concurrence.
  • Assist with HRA project status meetings, to include the following tasks:
    • Developing a schedule for a status meeting.
    • Develop meeting agendas.
    • Facilitate meetings.
  • Assist in all aspects of HR work that fall outside of FedHR, PAL, Tableau, WebTA, and other electronic systems. The contractor shall assist with the following activities:
    • Hold pre-recruitment consultations with hiring managers.
    • Draft recruitment forms (to include developing ideal candidate statements, duties summaries, job analyses, and weighing plans).
    • Develop positions descriptions.
    • Produce weekly vacancy update reports; and
    • Maintain and update org charts.

Additional Responsibilities

  • Provide a detailed look into ONCP-BM strengths and weaknesses, which helps management make necessary changes to improve productivity within.
  • Develop and plans strategic recruitment methods to advise management on the effectiveness of program operations and resource utilization.
  • Prepare recruitment packages, reviews draft vacancy announcement (i.e., duties, specialized experience statements, job analyses, assessment questions, and selective placement factors) for ONCP to recruit for positions within ONCP Divisions.
  • Assist and provide solutions to the ONCP hiring managers on all recruitment processes.
  • Provide HR recommendations and resolves personnel actions within ONCP, as well as resolves complex or simple informal complaints.
  • Explain Human Resources policies, procedures, laws, and standards to new and existing employees.
  • Process all personnel action forms and ensuring proper approval.
  • Oversee hiring process, which includes coordinating job posts, reviewing resumes, and performing reference checks.
  • Provide excellent customer service.
  • Coordinate with OCHCO on all HR matters.
  • Collect and organize information about ONCP-BMD problems to be solved or the procedure to be improved.
  • Analyze data gathered and develop solutions or alternative methods of proceeding.
  • Recommend new systems, procedures, or organizational changes.

Qualifications:

  • Active Top Secret (TS/SCI) Clearance required.
  • Bachelor's degree in HR, business administration, or related field
  • 7+ years of experience in HR, with a focus on recruitment, performance management, employee relations, training and development, and compliance
  • Experience working in a government or public sector environment is highly desirable.
  • Excellent communication and interpersonal skills, with the ability to build effective relationships with staff at all levels of the organization.
  • Strong analytical and problem-solving skills, with the ability to develop effective solutions to complex HR-related challenges.
  • Proven ability to manage multiple projects simultaneously and to prioritize work in a fast-paced, dynamic environment.
  • Experience using HR management software and tools, including HRIS, ATS, and LMS
  • Experience supporting FEMA desired.
