Human Resource Officer

The Idaho Division of Human Resources (DHR) is seeking a Human Resource Officer. This announcement will be used to fill a classified position located at The Idaho Division of Veterans Services (IDVS) that will be located at the Boise Central Support Office or we will consider North Idaho for experienced candidates. This position will provide support for IDVS and will work collaboratively with the Idaho Division of Human Resources.

About the Division of Veteran's Services - Caring for America's Heroes:

IDVS is dedicated to serving Idaho's veterans and their families by providing superior advocacy, excellent assistance with benefits and education, high quality long-term care, and respectful interment services in a dignified Veterans Cemetery. The ideal candidate will have experience in a direct care/clinical setting. This position will require successful completion of a background check. 

 Summary:

Recognized expert in the field of Human Resources with significant influence on organization policy, program development, and success. Regularly leads projects of critical importance, often with organization-wide impact. Oversees HR operations of the team for one or more agencies. Primary HR contact for agency appointing authorities on strategic initiatives.

 Responsibilities:

  • Responsible for developing and executing Human Resource initiatives and processes in support of the agency’s strategic direction specifically in the areas of employee development, organizational design, performance management, training, talent acquisition, classification and compensation
  • Facilitates the development and implementation of HR policies and procedures for one or more agencies
  • Manages, motivates, and develops team members to create an effective work environment
  • Ensures operation at the expected service level in collaboration with management teams
  • Analyzes complex problems requiring research, communication, and guidance regarding HR best practices while utilizing and shaping HR best practices
  • Consults with executives on strategic planning, goals, and objectives

 Distinguishing Characteristics

This is the sixth level in the Human Resource job family. At this level, incumbents will manage a team of Human Resource professionals and partner with appointing authorities to effectively implement their mission. Provide strategic approaches to Human Resource issues with agency wide impact. Any issues involving statewide impact or significant risk are elevated to Human Resource Manager.


Minimum Qualifications: 

Considerable knowledge of:

  • Human resource administration
  • Equal employment opportunity concepts and legal requirements
  • Employee grievance system

Good knowledge of:

  • Management practices

Experience:

  • Analyzing Human Resource management problems, developing solutions and recommendations
  • Counseling supervisors in management practices and organizational design
  • Analyzing jobs and recommending classification and compensation
  • Preparing and making presentations to groups
