Telecommuting may be subject to successful completion of probation. Position: The Idaho Department of Environmental Quality (DEQ) is hiring an Idaho Pollutant Discharge Elimination System (IPDES) Compliance Officer - Analyst 3 for the Surface & Wastewater Division. Salary Range: $28.49 - 31.91 Responsibilities:

Pretreatment Program:

Develop and implement the pretreatment program.

Coordinate with regional Compliance Officers to complete pretreatment compliance inspections.

- Draft inspection reports for quality assurance review within 21 days.

- Deliver completed inspection reports within 30 days post inspection.

Coordinate with pretreatment and biosolids analyst to complete pretreatment audits.

- Draft inspection reports and deliver for quality assurance review within 21 days.

- Deliver completed inspection reports within 30 days post-inspection.

Conduct periodic in-office compliance reviews of pretreatment programs and significant industrial users (SIUs).

Assist municipalities with compliance in response to inspection and audit findings.

Assist with review and approval of required pretreatment program submittals.

- Review and approve submissions as required by the IPDES permit, including annual reports.

- Review unscheduled submissions and modification requests, including updates to a city's legal code, enforcement response plan, local or local limits.

Coordinate with pretreatment and biosolids analyst on the following:

- Develop guidance and standard operating procedures for pretreatment activities.

- Develop standardized report templates for the pretreatment audit, pretreatment compliance inspection, and SIU inspection.

Act as control authority for industrial users.

- Inspect and sample each SIU once per year, at a minimum, investigate instances of noncompliance, and refer to enforcement if necessary.

- Coordinate with local publicly owned treatment works on compliance and enforcement of SIUs that DEQ has control authority over.

Review compliance submittals from SIUs, including semiannual reports and noncompliance notifications.

Conduct site visits to evaluate potential SIUs.

Provide day-to-day support for approved pretreatment programs and answer compliance and implementation questions.

Conduct inspections and compliance monitoring activities for regional offices.

Develop, review, and update IPDES compliance, inspection, and enforcement-related documents.

IPDES Sampling Program:

Manage IPDES State Office sampling inventory.

- Conduct maintenance on State Office equipment.

- Monitor expiration dates and shelf-life of consumables and equipment.

- Coordinate with outside vendors and order sampling inventory items.

- Coordinate with contract laboratory.

Manage State Office Field Sampling Plan (FSP).

- Draft and implement FSP annually.

- Manage revisions and corrections.

- Conduct data review and verification.

- Coordinate with quality assurance officer on data validation.

Provide sampling training for regional Compliance Officers during regional sampling events.

+ Assist in review and updates of sampling standard operating procedures.

+ Conduct Non-pretreatment-related sampling events.

Minimum Qualifications: Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college. AND At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. OR Possession of a master's degree in any of the above fields AND?at least two (2) years' professional experience managing and implementing or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. Required Specialty Minimum Qualification DEQ 3085 Inspections Water - Must have good knowledge of scientific principles and Industrial processes that has been gained through possession of a college degree in the biological sciences, chemistry, geology, environmental science, chemical or environmental engineering, or a closely related field; AND two (2) years of full-time work experience conducting industrial/commercial water quality inspections, including determining facility compliance with permits, and water quality rules and statutes, and investigating citizen complaints as a major function of my job. OR possession of an unrelated degree or a combination of education and experience equivalent to a four-year undergraduate degree AND four (4) years of full-time experience as described above. (Analyst 3, 4, 5) Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Physical Requirements:

- Ability to sit and work on a computer for 2-4 hours at a time.

- Ability to bend and reach for filing purposes.

- Some periods of heavy reading and typing are required.

- Ability to lift 30 pounds when working with file boxes.

- Some travel may be required.

- Ability to climb ladders, staircases, work on uneven terrain.

- Ability to lift and carry up to 50 pounds over rough terrain.
