Function(s):
Responsible for assisting in benefits administration, performance management, payroll generation, as well as the coordination and maintenance of the HR Information Platform and Document Management System.
JOB RESPONSIBILITIES:
Payroll Processing
- Initiate or process all payroll changes for staff.
- Payroll is processed bi-weekly currently in Paycom. Coordination with FSD is needed.
- Continued cross training of HR Coordinator and assist HR Coordinator quarterly as they process payroll.
- Coordinate with benefit vendors to ensure information is accurate (through EDI feeds or manual transmission).
Benefits
- Have a thorough understanding of all benefits including eligibility, terms, and rates.
- Provide assistance and explanations to staff concerning benefit issues.
Open Enrollment
- Responsible for annual Paycom set up/update of benefits, employee premiums, EDI feeds, upload/input of accurate employee data.
- After the open enrollment window is complete, complete Paycom process (approve benefits) and ensure benefit vendors have the new information as needed (this may be through an electronic feed or manual spreadsheet).
Employee Assistance
- Act as the secondary contact and respondent for overflow or benefit related HR Help Desk inquiries.
- Conduct Agency exit interviews and process termination paperwork, including COBRA elections.
- Meet with staff to explain how their extended leave will work. Topics to discuss include STD/LTD, timecards, PTO, FML, and LWOP.
Legal Compliance
- Coordinate and update the Agency's annual legal obligations such as 1095C (Benefits), EEO-1, labor law posters and any other legally required reporting in compliance with federal, state and local guidelines.
- Advisor to Agency supervisors on all Labor Law policies and practices. This includes -but limited to - FMLA, FLSA, EEOC, Unemployment, Workers Compensation.
HRIS and Document Management System
- Maintain and update the Agency's human resource information platform, through Paycom. This includes knowledge of and maintaining all modules (Payroll, PTO, Performance Mgt, Training, Recruitment, Etc.), software setup, data update, and security.
Other Duties
- Assist in collection of information as requested by auditors. I9, background checks, drug screening, various compliance trainings are some of the items that are requested by state, federal, pension, and program entities.
- Responsible for annual staff performance appraisal set up in the Paycom module. Appraisal period is from January through March.
- Coordinate annual compliance requirements such as Conflict of Interest, Flu Shots, Drivers' License, and Auto Insurance, distribution of Personnel Policy Manual, and TB Testing.
- Conduct personnel research and prepare personnel statistics as needed. This includes, but is not limited to, such duties as reports for Ohio Department of Job and Family Services (ODJFS), Ohio Civil Rights Commission (OCRC) and Occupational Safety and Health Administration (OSHA).
- Administer Workers' Compensation and Unemployment Compensation programs. This includes filing claims, responding to official requests from these Agencies and employees, and acting as liaison to the Agency's workers' compensation managed care provider and/or group rating program administrator
- Exemplify the Agency 3C's corporate culture in all activities and interactions with staff, members consumers, stakeholders as well as the community at large.
- Participate in and contribute towards accomplishment of divisional and Agency dashboard goals.
- Perform other tasks as assigned by supervisor.

QualificationsRequired:
- Paycom payroll processing experience
- 5 years' experience in a human resource position
- Bachelor's degree in human resource management or commensurate experience in an office related environment.
Preferred:
- 5 years experience as a human resource generalist
