JOB SUMMARY

Advanced and specialized work providing support to the entire Human Resources department and employees. Works closely daily with departments internal and external to VCCDD, District employees and members of the community. Works with a general outline of tasks to be performed and develops work methods and sequences under general supervision to successfully accomplish accountabilities within their designated timeframes. Position solves a variety of problems in situations where only limited standardization exists. The employee does a moderate amount of planning on their own activities. Work consists of complex varied, non-standardized tasks, requiring application of numerous laws, rules, regulations and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to)

HRIS/Payroll

  • Prepares reports and analysis as requested by Director utilizing HRIS system within designated timeframes and format requested (document, spreadsheet, etc.).
  • Compose and/or distribute status change letters/location changes, etc. ensuring timely distribution and receipt of employee signed documents.
  • Provides back up for payroll duties when required (i.e., submitting payroll each pay period using HRIS system, responds to inquiries from management and employees).

Employee Relations

  • Is accessible and visible to all employees.
  • At the direction of the Human Resources Director, assists in the development and implementation of approved employee recognition programs (e.g., service awards, organization events, etc.).
  • Provides project assistance/coordination related to employee relations and communications.

Administrative

  • Works on special projects as designated.
  • Establishes and maintains SOPs related to the position.
  • Handles incoming calls to provide information regarding HR-related matters and ensure messages are related to appropriate party to ensure expedient response.

Recruitment

  • Assists in new hire onboarding.

Clerical

  • Reviews and codes bills, ensuring data is correct and charges are allocated correctly to responsible entity.
  • Assists in proofreading department materials for accuracy prior to distribution.

General

  • Supports overall Human Resources function as needed daily by assisting and/or servicing as backup to all other Human Resources staff as needed.
  • Advises employees on general human resources policies and procedures.
  • Works independently and ensures completion of all projects in a timely manner.
  • Confirm priorities of daily workload with Human Resources Manager on a regular basis to complete/manage multiple tasks within required deadlines.
  • Initiates new projects/tasks.
  • Attends Human Resources training classes/webinars to increase knowledge of Human Resources practices.
  • Promoted District’s missions, values and goals; exhibits high ethical standards of professional conduct; inspires the same commitment in others.
  • Makes appropriate and timely decisions following review of related facts and opinions. Uses good judgment to initiate action. Consults with and advises Human Resources Director and Human Resources Manager as needed.
  • Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.

MINIMUM EDUCATION AND EXPERIENCE

  • Bachelors’ Degree in Human Resources or related field (or equivalent human resources generalist experience) required.
  • 1-2 years in human resources; or an equivalent combination of education, training and/or experience.
  • Prior experience working with a governmental entity preferred.

MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Florida Driver’s License required.
  • All candidates and employees must successfully pass background and drug screening.


MINIMUM KNOWLEDGE, SKILLS AND ABILITIES

Knowledge

  • Knowledge of HRIS/payroll administration, including related processing systems to set up a HRIS/payroll system for in-house administration and the processing of bi-weekly payroll.
  • Knowledge of Human Resources laws and regulations and the ability to successfully apply this knowledge in assisting staff.

Skills

  • Proven intermediate or better ability in personal computer skills including electronic mail, recordkeeping, data base activity, word processing, excel spreadsheets, graphics, etc.; Ability to access, input, and retrieves information from a computer using Microsoft Word and Excel. Familiarity with electronic payroll and/or HRIS software preferred (Paychex, ADP, Paylocity, etc.).
  • Ability to successfully calculate figures and amounts such as amounts, discounts, interest, proportions, percentages.
  • Proven intermediate or better ability in Microsoft Office programs (Microsoft Word, Excel, PowerPoint, and Access).

Abilities

  • Ability to read, analyze, classify &/or interpret a wide variety of reference, descriptive, and/or advisory data and information, including but not limited to policies, procedures, contracts, instructions (i.e., written, oral, diagrammatic, or schedule form), etc., and successfully organize or utilize same to provide accurate information and/or direction.
  • Ability to write professional reports, business correspondence, and procedure manuals, and ability to effectively present information and respond to questions about same from managers, employees, residents, and the public.
  • Ability to work independently and plan own work schedule to successfully multi-task, and work under pressure in a fast-paced environment to meet multiple demands and handle confidential and/or sensitive material.
  • Flexibility in work hours as some after hours, including weekends scheduling, may be required to meet deadlines and attend meetings.
  • Present themselves professionally, in both appearance and demeanor.
  • Strong work ethic and commitment to providing optimal customer service.
  • Ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria to meet variations in assigned objectives.
  • Ability to prepare accounting statements and reports, analyze & interpret budget and accounting data and express findings completely and concisely verbally and in writing.


EQUIPMENT

Position regularly requires the use of office equipment, including but not limited to telephones, personal computers and productivity software, copier, printers, scanners, and fax machine.
