SUMMARY

The primary purpose of this position is to supervise, coordinate and deliver daily operations at assigned developments within Cambridge Housing Authority’s (“CHA” or “Authority”) public housing portfolio. Properties are assigned to the incumbent based on the number of units managed, the size of the staff supervised, and the complexity of the problems encountered. The individual will be responsible for ensuring property management activities at assigned developments meet budgeted financial goals and achieve operational performance objectives. The Housing Manager supervises the staff assigned to their site(s) and reports directly to the District Property Manager.
All activities must support the Authority’s strategic goals and objectives and produce results that accomplish the goals of the Operations department.
QUALIFICATIONS

Education and/or Experience

  • Bachelor’s Degree in business administration, public administration or a related field.
  • A minimum of three years property management experience, preferably in affordable housing.
  • Must have valid Massachusetts driver’s license and be insurable under CHA policies.
  • An equivalent combination of education and experience may be considered.
  • ARM certification required or must be completed within 12 months.
  • C3P Tax Credit Certification required or must be completed within 12 months.

Technical Skills

  • To perform this job successfully, an individual must have strong computer skills (MS Word, MS Excel, MS Access, and MS Outlook).
  • Ability to learn other computer software programs as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The below statements describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
Portfolio

Manages a portfolio of public housing units, which may be spread across more than one development depending on property sizes and complexities, with a mix of family, elderly and disabled housing, and a combination of traditional public housing, RAD and tax credit properties.
Staffing

  • Supervises staff assigned to their site(s).
  • Supervision of staff includes, but is not limited to the following: assists in the training of new hires on their duties and responsibilities; plans and assigns work; provides guidance and support to staff on various assets of housing management.

Occupancy

  • Coordinates with maintenance on unit turnover. Assists in addressing unit turnover challenges and developing priorities to achieve a 98% or greater adjusted occupancy rate.

Rent Collection

  • Monitors rent collection, ensuring 5% or less in Tenant Account Receivables (TAR).
  • Communicates with tenants who are delinquent in their rent to determine reasons for delinquency.
  • Sets up repayment agreements and schedules for tenants delinquent in rent.
  • Follows up to ensure repayment agreements are being adhered to.

Leasing

  • Tracks vacant public housing units and communicates with Leasing Officers when units are or will be available to ensure efficient lease up times.
  • Assists with leasing efforts on an as needed basis.

Recertifications

  • Supervises recertifications.
  • Monitors the timeliness of recertification notice and completion.
  • Assists in recertifications if more than 5% of recertifications are overdue.
  • Assists with recertifications on an as needed basis.

Asset and Fiscal

  • Provides District Property Manager with a draft annual operating budget for each of the development(s) under his/her supervision.
  • Monitors budget to actual expenses and communicates to the District Property Manger expense overruns.
  • Supervises the maintenance of appropriate financial and inventory records to monitor budgetary allocations.

Capital Planning

  • Provides information to the District Property Manager regarding the physical capital needs of developments under his/her supervision.

Maintenance

  • Assists maintenance in the inspection of units, buildings and grounds to determine maintenance needs.
  • Coordinates with maintenance staff to establish a daily work schedule and to determine priorities.
  • Monitors the timeliness of work order completions to ensure routine work orders are addressed in 30 days or less and emergency work orders are addressed in 24 hours or less.
  • Implements and maintains, with maintenance, a preventative maintenance program.

Resident Relations


  • Communicates with tenants on a daily basis concerning housing related problems such as rent delinquency, rental charges, maintenance needs, etc.
  • Assigns resident issues to Assistant Housing Manager to resolve.
  • Attends Tenant Council meetings.
  • Develops and participates in new resident orientation program to ensure proper property knowledge for new residents.

Supportive Services

  • Assist in the smooth delivery of supportive services at development(s) under his/her supervision.

Reports

  • Prepares and submits required reports, including the Monthly Management Report, in a timely manner.
  • Implements initiatives to address low performing properties.

  • Knowledge of HUD regulations pertaining to low-rent housing, as well as general landlord/tenant and fair housing laws

  • Knowledge of the problems encountered in the placement and maintenance of low income individuals and families in public housing
  • General knowledge of inspection methods and techniques as applicable to the conduct of inspections of residential properties to ensure their adequacy

  • Ability to read and interpret a variety of documents including budgets, leases, invoices, laws and regulations, instruction and procedure manuals
