Project Overview
Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.
The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.
This position shall be performed under the day-to-day direction, control, and supervision of WTCC.
The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and AECOM. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, startup, and commissioning activities for the WTP project.
The position is located at the Job Site (22 miles north of Richland) are on a 4 x 10 schedule, Monday - Thursday, 6:30 am to 5:00 pm. Selected applicant needs to be able and willing to work weekends as needed.
Position Summary
The HLW Construction Manager reports directly to the WTCC Completion Manager and is responsible for safe, quality, on- time and on-schedule completion of HLW construction. Provides leadership for the development and maintenance of a high-performance project team. Has direct responsibility for execution of the construction scope, ensuring that the scope is delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations.
Responsibilities
- Management and delivery of construction of the HLW project. This includes planning, scheduling, and execution of remaining scope to facilitate the operations of the HLW facility.
- Ensuring effective integration of Construction, Startup, and Plant Management, to safely be ready for HLW commissioning. Interfaces with other BNI-WTP and WTCC managers to promote mission completion.
- Completing the construction and component and system testing of all facilities needed to commission the HLW facility and to meet the associated contractual requirements.
- Provide direct oversite and execution of: WTCC plans, schedules, risks, and budgets, for construction.
- Implementing balanced HLW priorities and goals, baseline schedules, and allocate resources accordingly to accomplish the WTCC subcontract requirements.
- Monitoring scope to identify HLW WTCC subcontract change, ensuring prompt notification of impacts or risks.
- Ensuring that the mission needs, and direction are clearly defined and communicated to appropriate members of the WTCC and BNI-WTP.
Qualifications and Skills
Basic Qualifications
- Bachelor’s Degree in an Engineering or scientific discipline, Construction or Business Management from an accredited university or college with 15 years of related experience in a field of engineering, environmental, procurement, construction, testing or operations or in lieu of a degree 21+ years of related construction management experience required.
Minimum Qualifications
- Knowledge, experience with, and understanding of Bechtel standard tools, techniques and procedures including Project management.
- Project Controls
- Engineering management
- Operational and project logistics management
- Contract and commercial management.
- Knowledge and experience in EVMS baseline development and implementation including: Work breakdown structure, and scope definition
- Estimates and resource loaded schedules.
- Risk and issue management.
- Change Control
- Progress and performance variance analysis, curves, and metrics
- Knowledge of Bechtel organization, policies, procedures, and programs including QA, Safety and Compliance and Ethics.
- Experience integrating multiple organizations across functions and contracting vehicles.
- Experience with U.S Government projects.
- Ability to manage customer relationships and interfaces effectively.
- Must be able to complete pre-employment physical, background check and drug screen.
Preferred Qualifications
- Project Management of nuclear projects.
- Experience in EPC, Startup, and operations.
- WTP experience to include understanding of DFLAW completion scope.
- Knowledge and understanding of Bechtel standard tools, techniques and procedures including: Contracts/subcontracts formulation, risk analysis, negotiations, and implementation
- Six Sigma/Root Cause Analysis
- Change Control and Documentation Management
- Knowledge of cross functional work processes and interface knowledge, especially Project Controls, Quality Assurance and Contractor Assurance and the ability to manage the relationships/interfaces effectively.
Additional Information
- Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
