Salary Range $21.338 to $31.455. Salary negotiable and commensurate with education and/or experience, if approved. As an integral part of the division's program integrity assurance, this position will provide fiscal, financial, and accounting expertise to program staff, program managers, and unit administrators with all aspects of the grant management process from application to closeout and audit. Specifically, budgeting, financial and fiscal review, accountability, auditing, development and consistent application of division-wide fiscal, audit, and monitoring policies.
CORE DUTIES:
This includes performing desk review and on-site monitoring of DHHS subrecipients. This position will perform desk review and on-site subrecipient review as part of a schedule developed through planning with the team's FAAIII, program staff, and the finance officer.
This position will provide consultation and technical assistance to DHHS staff, contractors, and subrecipients on all aspects of grants and cooperative agreements management, including a specific focus on interpretation and provision of guidance on federal OMB Uniform Guidance, specifically 2 CFR 200, 45 CFR 75, and guidance on grant-specific uses and restrictions within the Health Systems unit.
Secondary Duties/For the grant portfolio assigned:
Provide data to program management for the development of grant proposals and budget development, including but not limited to forecasting costs of personnel and materiel.
This position will prepare and report on the status of grant activity, including subaward and contract activity, such as reviewing (for compliance with agreement terms and accounting principles) and tracking payments to subrecipients and vendors.
Attend grant review and update meetings and participates in conference calls and meetings with funders.
Assist with APA (Auditor of Public Accounts), Federal agency partners, and internal audits, including researching, drafting, and compiling audit responses as well as drafting/proposing and monitoring of CAPs (Corrective Action Plans) and other compliance activities. REQUIREMENTS: Bachelor's degree in grants management, business administration, public administration, accounting, budgeting, or a related fiscal field and two years of experience in grant management, contract administration, accounting, budgeting, or other fiscal related areas of work. Additional years of experience in the areas listed may substitute for the required education, on a year-for-year basis.
PREFERRED: A year or more experience with grants management and/or administration experience preferred but not required. Bachelor's degree in allied field (public administration, public finance, accounting, economics, law, etc.) is preferred but not required as outlined above. Training or continuing education credits in grants management along with experience would be considered as well.
