Capitol Advisors on Technology is seeking a talented and experienced Government Business Development Specialist to join our team. The ideal candidate will have a strong background in Business Development within the government sector, with a focus on identifying and pursuing new opportunities for growth. As a Government Business Development Specialist, you will play a key role in expanding our client base in the government contracting (GovCon) space. This is a part-time (average 10/hours a week to start) contract position.
The Government Business Development Specialist will contribute to strategic planning, new Business Development/marketing, and research and development. This position will provide innovation, creativity, and strategic direction in proposal development, identifying new business opportunities, preparation of potential portfolio growth, and networking opportunities. The Business Development Specialist will use their experience as well as knowledge and understanding of USG agencies such as DOD, NIH, and HHS, to develop effective business capture strategies and produce successful proposals.
Essential Duties and Responsibilities:
The Government Business Development Specialist position’s responsibilities include but are not limited to:
- Identify and research new business opportunities within the federal government sector.
- Develop and maintain relationships with key government decision-makers and stakeholders.
- Lead the development of strategic business plans and proposals to secure new contracts and projects.
- Collaborate with internal teams to ensure proposals meet client requirements and objectives.
- Utilize GovWin and other market intelligence tools to track government procurement opportunities and market trends.
- Stay informed about changes in government regulations, policies, and procurement processes that may impact Business Development efforts.
- Monitor competitors and market trends to identify areas for differentiation and competitive advantage.
- Assist in identifying and implementing innovative projects related to products or services that assist with new business market development.
- Understanding of Services Contracts (LOE, SETA, CAAS)
- Develop reports, briefings, and other management materials to support Executive Leadership decision-making.
- Manage a documented pipeline of strategically relevant business opportunities.
- Build capture strategies for each opportunity and support capture and proposal development.
- Develop and disseminate information continually to all pertinent parties concerning the fulfillment of project goals and objectives.
- Provide support on proposals, including the review and strengthening of proposals as needed while managing and writing sections of competitive and compliant technical proposals for submission to USG agencies with RFIs and drafting past performances for new proposals to document the work of CAT on various projects, put in the specified format, and ensure proposals meet the requirements set by the client.
Minimum Qualifications (Knowledge, Skills, and Abilities)
The successful candidate must have:
- Bachelor's degree in Business Administration, Marketing, Public Administration, or a related field.
- Minimum of 10 years of experience in the federal Government Business Development space.
- Strongly prefer someone who has their own GovWin account.
- Proven track record of success in identifying and winning government contracts and projects.
- Strong understanding of the FAR and government procurement processes, procedures, and regulations.
- Experience writing government proposals, specifically RFIs.
- A well-established network and connections within the Federal government sector.
- Experience using GovWin or similar government contracting databases preferred.
- Excellent communication and interpersonal skills, with the ability to build rapport and trust with clients and colleagues.
- Strategic thinker with the ability to identify and pursue growth opportunities.
- Self-motivated and results-oriented, with the ability to work independently and as part of a team.
- Ability to thrive in a fast-paced, dynamic environment and manage multiple priorities effectively.
