The anticipated salary range for this role is between $142,000.00 and $243,000.00. The specific salary offered to an applicant will be based on their individual qualifications, experiences, and an analysis of the current compensation paid in their geography and the market for similar roles at the time of hire. Role Description
The Regulatory Officer works with SMBC's Regulatory Change Management (RCM) Team to assist with the Governance, Risk and Compliance (GRC) business program management office and RCM program management office.
The Regulatory Officer role works with departments across SMBC's Americas Division to manage GRC and RCM program governance matters. This includes, but is not limited to, the development and ongoing maintenance of an overarching execution roadmap, business architecture, program plans, program management reporting and workstream(s) status reports. The role also requires facilitating the implementation of a consistent target operating model using strong governance and control environments, effective communication and liaising with relevant stakeholders, technology and vendor partners to drive agenda and successful execution of the agreed upon roadmap. Support production of data analytics, metrics, and management information is necessary for appropriate management oversight, internal engagement, and effective program execution. Collaborative, organized and coordinated approach with all related work streams and business lines is required for driving change.
Role Objectives

- Lead the organization's efforts to adopt NextGen Governance, Risk and Compliance (GRC) tools for certain cross-enterprise program activities
- Manages portfolio of projects, together with related workstreams and senior management reporting forums providing transparency of progress against execution roadmap.
- Responsible for efficiently and effectively executing the change program with accountable stakeholders, including handling day-to-day matters to ensure responsibilities are clear and milestones are being met according to plans
- Demonstrate awareness and understanding of stakeholder business requirements and organizational context throughout project execution
- Monitor delivery throughout the life of the project effort and assess outcomes to ensure completeness and sustainability
- Manages comprehensive range of program management matters and supports prioritization, scope of work and deliverables in execution of the roadmap
- Coordinates and manages key meetings to present updates, escalations as appropriate, emerging risks and action items.
- Develop, implement, and maintain relevant policies and procedures
- Schedules and attends meetings with key stakeholders and vendors to ensure program needs are addressed; documents the content of meetings and communicates to senior management and relevant parties
- Tracks status of initiative, projects, and milestones and circulates information in weekly and monthly status reports, as needed
- Escalates to management and relevant stakeholders on potential issues (i.e. under-delivery, missed deadlines and/or budget overrun) to ensure that those may be properly addressed as soon as possible
- Develops and updates initiative and project documentation and related procedures and user manual
- Develops, documents and maintains tracking and reporting tools (through SharePoint, Excel, etc.) to facilitate effective and efficient management status reporting for development and maintenance of GRC and RCM
- Works with relevant groups to enhance the GRC and RCM framework across the enterprise through timely and high-quality support of program deliverables; and regularly engage to solicit input, feedback and takeaways for management review.
- Works closely with all regulatory and governance staff and assists other departments as needed to drive efficiencies and ensure execution of GRC and RCM
- Ownership of budget and expense planning activities for the group
Qualifications and Skills
- Previous experience coordinating and supporting end-to-end regulatory change management programs
- Comprehensive knowledge of GRC and RCM environment, including familiarity of federal and state banking laws and regulations (e.g., Federal Reserve Bank, NYDFS, FDIC, OCC)
- Project management skills (including identification, tracking, reporting and analysis)
- Strong analytical and problem-solving skills, with ability to conduct root cause analysis and provide viable solutions.
- Ability to conduct gap analysis and provide current v. future state recommendations
- Self-starter, motivated and proficient in organizing and tracking progress on multiple tasks and projects with strong follow through and time management skills
- Team player with excellent interpersonal skills and the ability to work collaboratively across functions to influence change while managing multiple priorities
- Excellent oral and written communication skills, when needed to present complex issues to various partners and senior leadership
- Professional maturity and confidence in expressing a point of view with senior management.
- Previous experience analyzing business impacts of relevant regulations
- Experience in Compliance, legal, regulatory, risk functions for a consolidated banking organization, preferably a foreign banking organization
- Prior experience developing or implementing programs that seek to address regulatory changes affecting current processes within an organization
- Prior experience managing business projects with significant technology development or interfacing requirements through life cycle of project
- Ability to identify opportunities for improvements through technology and data-driven solutions
Experience, Knowledge Requirements:
- 10 + years of specialized experience in Banking or Financial Services industry
- 7-10 years of experience with Banking or Financial Services GRC, Regulatory Compliance, Governance, Legal, or related department, preferably with a foreign banking institution (FBO/IHC/BHC) doing business in the U.S.
- Strategic transformation experience with a top tier consulting firm preferred
Education:
- Required: BA / BS
- Preferred: MA / MS / MBA
- Masters degree is desired
