The Financial Crime Compliance (FCC) Risk Assessment Officer, reporting to the Head of Governance for FCC North America (NA), will lead in the continued development, implementation, execution, and maintenance of the FCC NA Money Laundering/Terrorist Financing and Sanctions Risk Assessment program for Rabobank's NA entities.

You and Your Job
The Financial Crime Compliance (FCC) Risk Assessment Officer, will lead in the continued development, implementation, execution, and maintenance of the FCC NA Money Laundering (ML)/Terrorist Financing (TF) and Sanctions Risk Assessment program for Rabobank's North America entities.
Specifically, the (FCC) Risk Assessment Officer, on behalf of and in collaboration with the broader Governance Team, will be responsible for (i) maintaining an industry standard ML/TF and Sanctions Compliance Risk Assessment program and supporting framework, including methodologies and annual/targeted reports, (ii) ensuring the NA Risk Assessment program and the NA entity-level ML/TF and Sanctions Risk Assessments align with regional Risk Assessment Standards and evolve with the respective control environment(s), and (iii) cultivate, establish, and maintain effective working relationships with FCC Global, FCC NA, and other internal First-, Second-, and Third-Line stakeholders throughout Rabobank.
Additionally, the (FCC) Risk Assessment Officer will also be responsible for the management and execution of the New York State Department of Financial Services (NYSDFS) Part 504 annual certification process.
(FCC) Risk Assessment Officer Drives the maintenance and enhancement of Rabobank's regional ML/TF and Sanctions Risk Assessment program; responsible for leading and executing regional and entity-specific ML/TF and Sanctions Risk Assessments.
Manages, enhances, and updates Risk Assessment methodology, analysis, and action plans to align with applicable FCC Global, FCC NA, control environment, etc. changes and regulatory guidance/expectations.
Maintains and updates an inventory of applicable ML/TF and Sanctions laws, rules, regulations, controls, and other Risk Assessment inputs. End-to-end management of the NYSDFS Part 504 annual certification.
Identify NA's most significant residual risks and the mitigation required, ensuring proper action plans are developed and adhered to, as well as and report any customers or activities that fall outside the agreed upon risk appetite to report to the NA Executive Team, North America Board, and Global Financial Economic Crime Risk Management Committee.
Provide guidance and credible challenge throughout First Line's completion of the FCC Global Risk Assessment.
Job Responsibilities
  • Timely identification and reporting on areas identified as having the highest levels of BSA/AML and OFAC/Sanctions risk, or weaknesses or gaps in the control environment that may require management attention and oversees the action plan, based on the Risk Assessment results.
  • Timely management and remediation of Risk Assessment related Action Plans. Meets all deadlines for internal, external and regulatory requirements.
  • Exhibit a solid foundation and subject matter expertise for Risk Assessment, identification, and mitigation, clearly articulate report outcomes to senior management within Rabobank.
  • Timely and thorough completion of the DFS part 504 annual certification.
  • Provide Risk Assessment reporting to Senior Management, including but not limited to: regulatory requests, Compliance Testing Group, Internal Audit and Rabobank Global Compliance
  • Takes a leadership role in internal and external activities. Coordinates department's effort, within department or with other groups, to achieve departmental goals.
  • Reliably organizes work, works effectively and efficiently, prioritizes work and anticipates business needs.
  • Processes information logically and is able to use the result to recommend and implement the appropriate business applications to meet the requirements of the job.
  • Makes sound business decisions; understands and achieves business goals within desired timeframe.
  • Handles sensitive, confidential information in an appropriate manner.

To be considered for the Financial Crime Compliance Risk Assessment Officer role, you must have:
  • 5+ years of experience conducting a BSA/AML and/or OFAC/Sanctions Risk Assessment; preparing and delivering NYSDFS 504 Certification; coordinating with various parties; and presenting to different stakeholders.
  • Excellent writing skills, with superior organizational skills, attention to details, and time management skills.
  • Ability to manage resources and competing priorities, and strong problem-solving skills.
  • Ability to travel regionally, up to 15%.

Salary Expectations:
Target Hiring Range: $185,000.00 - $195,000.00
This position is subject to the terms of [RAF/Rabobank/RDS]'s compensation plans and policies. It is anticipated that the position will pay within the target hiring range. The range is reflective of the desired primary physical work location and may be adjusted outside of the projected range based on geographical differentiation if the actual work location of the hired candidate differs from the desired primary location, or for other lawful reasons. Further, all full-time regular positions include all other benefits provided to [RAF/Rabobank/RDS] employees, including healthcare benefits, 401k matching, vacation, sick leave, parental leave, possible discretionary bonuses and all other benefits that are all governed by and subject to ERISA plan documents and eligibility.
