Job Description:
GDIT is looking for a Functional Analyst to support the Merit-based Incentive Payment System (MIPS) and the Practice Improvement and Measures Management System (PIMMS) programs. These programs provide services to the Center for Medicare and Medicaid Services (CMS) to manage the quality measure and improvement activities selection process for the MIPS implementation.
MIPS promotes better care, healthier people, and smarter spending by evaluating eligible clinicians (in the outpatient setting), using a final score based on submitted data that incorporates the eligible clinician’s performance on Quality, Cost, Improvement Activities, and Promoting Interoperability.

Our work depends on Functional Analyst joining our team to assist in leading the Service Center and working as a liaison between clinicians/groups and the project teams for purposes of answering questions related to accurate documentation and implementation of the measures and policies or other standard processes.

HOW A SENIOR PROJECT TASK ANALYST WILL MAKE AN IMPACT:
  • Assists with training others on how to assign tickets, track metrics and assist management, as needed.
  • Analyzes user needs and performs research and functional analysis on a variety of projects
  • Researches, documents, identifies, and recommends answers to incoming inquiries in a timely manner.
  • Assigns Service Now tickets or answers them directly in a timely manner.
  • Develops or learns new functionality to meet client needs.
  • Writes and updates project documentation including procedures, presentations, metrics and training materials.
  • Performs functional allocations to identify tasks and their inter-relationships.
  • Consults with clients to determine optimum design for assigned projects.
  • May provide guidance and work leadership to less experienced analysts on the team.
  • Reviews and updates documentation created by staff for accuracy.
  • Assists with the preparation of training materials and conducts training as needed.
  • Partners with other teams in reviewing requirements, specifications, automation options, testing, support, quality assurance and training plans to ensure they are in line with business objectives and standards on projects.
  • Serves as a resource expert for external customers utilizing knowledge and expertise to research and resolve issues in a timely manner and customers’ satisfaction.
  • Researches and produces ad-hoc narrative reports and option papers with minimal turn-around time and with a high level of accuracy.
  • Works with business analysts to reviews/edit business requirements.
  • Summarizes legislative rules which impact program outcomes when applicable.
  • Functions as an analyst by reviewing, drafting and following rigorous, policies and procedures that have been thoroughly researched.
  • Serves as liaison between project teams and stakeholders by providing expertise pertaining to the development, implementation and maintenance of inquiry system.
  • When appropriate, prepares for and facilitates meetings for customers and other contractors, including agenda preparation and production of minutes.
  • Provides recommendations and materials for customers as needed.
  • Verifies and analyzes report data when appropriate.

WHAT YOU’LL NEED TO SUCCEED:
  • Bachelor of Arts/Bachelor of Science/Bachelor of Business Administration or 5+ years of relevant experience or equivalent experience.
  • 3+ years of related experience.
  • Understanding of 508 compliance and ability to apply principles to written documents to be posted to the web.
  • Service Now or Help Desk experience.
  • Excellent Word, Excel and PowerPoint skills.
  • Excellent written and verbal communication skills.
  • Self-starter that can work under general direction in a highly collaborative, team-based environment.
DESIRED QUALIFICATIONS AND EXPERIENCE:
  • Experience with government contracts, improvement activities and/or MIPS.
  • Experience in an Agile delivery environment.
  • Process Improvement including Lean and Lean Six Sigma.
  • Design thinking, service design, experience strategy and strategic foresight.
  • Human-Centered Design.
SECURITY CLEARANCE LEVEL:
  • Ability to obtain a Public Trust, which includes a residency requirement to have lived in the US 3 of the last 5 years.

The likely salary range for this position is $64,000 - $96,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
