Job description

Performs professional and technical work in the review and analysis of plans and specifications to determine compliance with the Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP), Charlotte County Building and Zoning Ordinances, the Florida Building Code, and related technical codes, and to assist the Building Official in management and coordination of the Community Rating System (CRS).
ESSENTIAL RESPONSIBILITIES:

  • Oversees FEMA's Community Rating for the County, Publications and Videos, Community Outreach and Special
  • Projects as directed by Building Official.
  • Develops, manages and processes all Federal Emergency Management Assistance (FEMA) issues within the County; negotiates Flood Insurance Rate Map issues with FEMA's Washington office on behalf of Charlotte County; oversees re- certification of FEMA's National Flood Insurance Program Community Rating System (CRS); coordinates and schedules all CRS re-certification activities; compiles and maintains necessary documentation; prepares annual re-certification documentation; ensures that compliant Flood Damage Prevention Ordinance is in place; and reviews Floodplain Variance requests.
  • Represents the department on FEMA issues; prepares/presents information and presentations regarding flood plain/FEMA issues; and works with Neighborhood Associations, contractors and the general public to promote community involvement in drafting County codes and improving relations with internal and external customers.
  • Receives and responds to a wide variety of issues, inquiries, and concerns from contractors, architects, realtors, residents, and other entities regarding FEMA issues, and flood protection assistance; maintains daily inquiry log documenting all calls regarding FEMA, National Flood Insurance Program and the Community Rating System, listing contact type, assistance requested, issues discussed, location, action, etc.
  • Verifies accuracy for all flood zone determinations and elevation certifications; ensures elevation certifications are submitted within established time frames; enters elevation data into the County and County database system, and transfers data to FEMA.
  • Maintains and edits the County of Charlotte County Floodplain Management Ordinance as needed to meet FEMA (Federal Emergency Management Agency) and NFIP (National Flood Insurance Program) regulations; develops and implements flood plain management processes; reviews building plans within flood zones to ensure compliance with the County's Floodplain Management Ordinance; conducts compliance inspections of construction sites; and maintains the County's substantial improvement figures.
  • Maintains files on Department of Environmental Protection (DEP) projects; processes DEP permits for structures located west of the Coastal Construction Control Line; communicates with agency submitting variance or permit request; confers with Natural Resource Manager regarding requests; and ensures that appropriate state/local permits and variances have been received prior to issuing building permit.
  • Ensures proper operation and maintenance of the FEMA/CRS system; maintains communication with information systems technical support.
  • Confers with the Building Official, Plans Examiner Manager, and Inspections Manager on questions of policy.
Minimum Education and Experience for Further Consideration:
  • High school diploma
  • Five (5) years of experience in floodplain management
  • Or an equivalent combination of relevant training, education and experience in reviewing development plans and permit applications for compliance with the flood resistant design and construction standards of:
    • NFIP (National Flood Insurance Program)
    • American Society of Civil Engineers (ASCE) - 24
    • and Florida Building Code

Licenses and/or Certificates:
  • Possess and maintain Association of State Floodplain Managers Certified Floodplain Manager (CFM) certification.
Knowledge, Skills, and Abilities:
  • Knowledge of departmental policies, plans, and procedures.
  • Knowledge of modern office practices, plans, and methods procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
  • Knowledge of the National Flood Insurance Program, Community Rating System, land use planning, building codes and enforcement, drainage laws, flood hazard mapping methodologies, intergovernmental cooperation, disaster and post-disaster recovery.
  • Knowledge of the Florida Building Code, American Society of Civil Engineers (ASCE) -24 and other County laws and ordinances.
  • Knowledge of, and ability to accurately read, Flood Insurance Rate Maps.
  • Knowledge of the principles and practices of building, zoning, FEMA, and DEP regulations.
  • Knowledge of building construction and inspection principles and practices.
  • Knowledge of mechanical, electrical, and plumbing methods and principles used in residential and commercial construction.
  • Quantitative and analytical skills.
  • Skill in effective communication, both orally and in writing.
  • Skill in prioritizing and organizing work.
  • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
  • Ability to review elevation certificates and related permit applications to determine compliance with floodplain management requirements.
  • Ability to recognize possible defects or hazardous building conditions and to affect corrective measures.
  • Ability to read and interpret plans and specifications and to determine their compliance with floodplain management and coastal construction regulations.
  • Ability to perform on-site inspections which may require climbing, crawling, bending, and stooping or accessing areas where limited space is available.
  • Ability to interpret plans, technical drawings, construction documents, specifications and blueprints, and compare them with construction in progress.
  • Ability to check construction plans for loads, footing and foundation design, structural beam and column design, and floor-roof-wall design.
  • Ability to plan and direct the work of others.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to interpret and enforce regulations with tact and impartiality.
  • Ability to establish and maintain effective working relationships with contractors, engineers, architects, property owners, other employees, and the general public.
  • Ability to use computers for data entry, word processing, and/or accounting purposes.
  • Ability to author reports, business correspondence, and procedure manuals.
  • Provide exceptional customer assistance, problem-solving, and/or complaints resolution by all forms of communication.

PHYSICAL DEMANDS
Walking, lifting, grasping, hearing, seeing up close, seeing far away, reaching, talking, standing, finger movement, repetitive motions, depth perception. Frequent lifting of up to 25 pounds; occasional lifting up to 50 lbs.
WORK ENVIRONMENT
Work is performed in a relatively safe, and secure work environment. Work is primarily performed indoors but is exposed to temperamental changes (e.g., warehouses, covered loading docks, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.
RISK/SAFETY CONDITIONS
The position requires some exposure or risk related to physical and/or mental health and safety (e.g., exposure to environmentally hazardous material, heavy equipment, assault and battery, communicable disease, etc.).
