General Summary & Essential Responsibilities
Performs professional, technical, analytical, and supervisory work managing the day-to-day technical operations of the Special Projects Division of Community Development. Duties include coordination of technical staff responsible for creating and maintaining Land Information data; coordination with planning staff to create and maintain spatial data; and maintenance of all changes to the Zoning Code and Land Development Regulations. Duties also include performing complex technical work involving designing and creating maps, graphics, documents, and analyzing geographic data using ArcGIS and related programs.
- Supervises daily operations of the Special Projects Division operations and is responsible for the selection, promotion, training, safety, appraisal, and discipline of assigned personnel.
- Oversees and participates in the maintenance of computer mapping files and the distribution of land use information to County departments and the general public, including the maintenance, editing, and monitoring of spatial data for Community Development projects.
- Oversees and participates in providing graphics services; aerial map and half section map reproduction; creation and preparation of petition and/or project data; and the creation of detailed, specialized maps for internal County use and for outside entities.
- Researches and compiles information necessary to update and develop required spatial data referenced in the Land Development Regulations, Zoning Code, and County Comprehensive Plan aka Smart Charlotte 2050.
- Provides guidance, training, and technical support for ArcGIS to Community Development staff as needed.
- Creates basic scripts and model builder processes to increase productivity for repetitive tasks.
- Prepares layouts, illustrations, map reproductions, and visual aids for the department.
- Initiates and assists staff with special projects including oversight of, and participation in, the creation of new spatial data, data, presentation maps, and analysis.
- Acts as Census Liaison for Charlotte County in manners pertaining to addressing and planning.
- Serves as the Department of Revenue Coordinator for Charlotte County in manners pertaining to addressing and jurisdiction changes.
- Performs administrative duties, including preparing written reports, memoranda, letters and electronic correspondence; communicate through telephone and meetings; interact with others.
- Serves as records retention custodian for historical maps and large scale document preservation.
- Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
Min. Education, Licenses and Certifications
- Associate's Degree
- Five (5) years of experience to include lead or supervisory experience.
- Or an equivalent combination of relevant training, education and experience.
Knowledge, Skills and Abilities
- Knowledge of departmental policies, plans, and procedures.
- Knowledge of modern office practices, plans, and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
- Knowledge and understanding of Charlotte County codes, laws and regulations relevant to Community Development.
- Knowledge of the operational characteristics and computer equipment used in computerized mapping and graphics applications.
- Knowledge of procedures and policies related to the maintenance of computerized mapping and graphics services. (duplicate)
- Knowledge of data manipulation and connectivity.
- Knowledge of concepts and techniques of GIS data development, basic programming, and geographic data analysis.
- Knowledge of standard office computer equipment and software applications as well as proficiency in specialized software such as Crystal Reports and Accela Government software.

- Ability to read and understand basic program language manuals relating to python and scripting ArcGIS.
- Ability to handle multiple tasks at the same time and to work long hours on highly technical projects.

PHYSICAL DEMANDS
