A Community Development District (CDD) Manager plays a crucial role in overseeing and managing the operations of a Community Development District. The specific responsibilities and requirements for this role may vary depending on the location, type, and size of the community, but generally, the job description includes:
  • Administrative Duties:
    • Planning and Coordination: Develop and implement plans to enhance the community's development and ensure compliance with regulations and guidelines.
    • Meeting Organization: Schedule, coordinate, and attend board meetings, workshops, and public hearings. Prepare agendas, minutes, and other necessary documentation.
  • Financial Management:
    • Budgeting: Prepare and manage the annual budget, ensuring fiscal responsibility and adherence to financial guidelines.
    • Financial Reporting: Provide regular financial reports to the board, stakeholders, and relevant authorities.
  • Infrastructure Management:
    • Maintenance: Oversee the maintenance of community infrastructure such as roads, parks, drainage systems, and recreational facilities.
    • Capital Improvement Projects: Plan and execute capital improvement projects as needed, ensuring efficient use of resources.
  • Legal Compliance:
    • Regulatory Compliance: Ensure the district's compliance with local, state, and federal regulations. Stay informed about changes in laws affecting Community Development Districts.
  • Communication and Stakeholder Engagement:
    • Community Relations: Foster positive relationships with residents, property owners, and other stakeholders.
    • Communication: Keep stakeholders informed through newsletters, community meetings, and other communication channels.
  • Contract Management:
    • Vendor Contracts: Oversee contracts with service providers, including landscaping, security, and maintenance companies.
    • Bid Processes: Facilitate the bidding process for services and construction projects.
  • Record Keeping:
    • Document Management: Maintain accurate records and documents related to the Community Development District's activities, meetings, and financial transactions.
  • Risk Management:
    • Insurance Oversight: Ensure the community has appropriate insurance coverage for liabilities and property.
    • Emergency Planning: Develop and implement emergency response plans for the community.
  • Board Support:
    • Board Liaison: Act as a liaison between the board of supervisors and other stakeholders, providing support and information as needed.
  • Professional Development:
    • Stay Informed: Stay abreast of industry trends, best practices, and changes in relevant laws and regulations.
    • Training: Participate in training and professional development activities to enhance job-related skills.
Qualifications:
  • Bachelor's degree in Public Administration, Business Management, Urban Planning, or related field. Master's degree preferred.
  • Minimum of 3 years of experience in community management, public administration, or related field.
  • Knowledge of Florida CDD laws and regulations preferred.
  • Strong financial management skills, including budgeting and financial reporting.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to work independently and prioritize tasks effectively.
  • Proficiency in Microsoft Office Suite and relevant software applications.
  • Certified District Manager (CDM) designation
