Note:  The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., 427.1 et seq., (OSCN 2019), effective August 29, 2019.   This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

DEPARTMENTAL INFORMATION

The Civil Engineer IV directs and leads the Engineering Division's Paving section which provide pavement management services for Oklahoma City roads and sidewalks.  The Engineering Division's Paving section provides services that include coordinating intergovernmental funding for street projects, recommending pavement repairs and improvements, and reviewing sidewalk and street constructions contracts along with managing the Pavement Management System. This position requires a minimum of five (5) years' experience in Civil Engineering or in pavement management services related field and five (5) years' supervisory experience.

JOB SUMMARY

This classification is located in the Engineering Division of the Public Works Department within the City of Oklahoma City and is under the direction of a Civil Engineer V or other division head. The primary purpose of this position is to supervise an engineering work section. The employee may serve as the primary City contact regarding the assigned engineering discipline or function. Job duties require the use of previously acquired administrative and technical knowledge and skills. Essential job functions include:  developing sectional goals and objectives; planning, organizing, and reviewing all projects assigned to subordinate staff; participating in and overseeing the development of plans and specifications for public-works engineering projects; and ensuring that engineering projects comply with plans and specifications. The employee provides technical expertise to subordinate staff, assigning projects or functions and improving methods and procedures. The employee has frequent contact with City officials and staff, engineering consultants, architects, contractors, developers, and the public to exchange technical information on public-works engineering matters. Work is performed primarily independently, with work products reviewed periodically through staff reports, conferences, and visual observations by the division/department head for overall effectiveness and adherence to policies, directives, and instructions. 

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement. 

JOB REQUIREMENTS 

  • Knowledge of and skill in applying administrative and managerial concepts and principles.
  • Knowledge of and skill in interpreting or explaining the rules, laws, and regulations governing the field of Civil Engineering.
  • Skill in supervising the planning, development, and construction of public-works engineering projects.
  • Skill in responding to complex, technical engineering questions and problems. 
  • Skill in supervising the work of professional, technical, and clerical staff.
  • Skill in verbal and written communication.
  • Skill in ensuring that engineering projects and plans comply with all applicable guidelines and regulations.
  • Ability to develop long-range plans and evaluate work accomplishments.
  • Ability and willingness to establish and maintain effective working relationships.
  • Possession of a Professional Engineer's License (Oklahoma).
  • Possession of a valid driver license (Operator). 

Note:   Professional Engineer's License must be issued by the State of Oklahoma or a state having reciprocity with the State of Oklahoma. 

DEPARTMENTAL PREFERENCES

  • Minimum of five (5) years' experience in a Civil Engineering or pavement management services related field.
  • Minimum of five (5) years supervisory experience.
  • Proven experience in street construction practices such as proof rolling, placing concrete, laying hot mix asphalt, and stabilized subgrade. 
  • Experience of pavement design software and Microsoft Excel and Word. 
  • Skilled communicator in fostering and maintaining professional relationships with public, contractors, coworkers, other City departments and staff, and government agencies such as Oklahoma Department of Transportation.

WORKING CONDITIONS 

  • Primarily inside, outside occasionally, exposed to heat, cold, humidity, rain, etc.
  • Local travel occasionally to conduct engineering field inspections.
  • Out-of-town travel occasionally to attend meetings, conferences, seminars, etc.
  • May be expose to intermittent or continued loud and incessant noises from machinery and construction equipment.
  • May be exposed to large amounts of dust or other irritants.

Note:  Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.
