PHMC is a proud leader in public health. As a nonprofit public health institute, PHMC is dedicated to improving community health and well-being in the Philadelphia region. Position Overview

PHMC is seeking an accomplished, visionary, and dynamic leader to serve as Executive Director for the PHMC Public Health Campus on Cedar (“Cedar Campus”). The ideal candidate will have a strong background in organizational management and administration, operations and financial management, strategic planning, partner relationship management, community and stakeholder engagement, and a demonstrated commitment to advancing public health initiatives. Leasing and tenant management experience is a plus.

This is a new position suited for an individual who thrives in an entrepreneurial role but also possesses a keen ability to collaborate across company functions and both manage and foster key partner and stakeholder relationships. This role plays an integral part in advancing public health outcomes throughout the surrounding community and fulfilling PHMC’s mission to improve the health of the community by providing outreach, health promotion, education, research, planning, technical assistance, and direct services.

 

Background

In March 2021, PHMC purchased Mercy Philadelphia Hospital, a 450,000 s.f., 157-bed facility in West Philadelphia that was facing closure. At the time of purchase, the Hospital of the University of Pennsylvania (HUP) took over hospital operations - comprising a third of the building. At the same time, work began to transform the remainder of the 100-year-old facility into an integrated public health campus providing community-based care across a spectrum of needs.

The intent of the project is to provide a welcoming, inclusive, and equitable one stop shop for West and Southwest Philadelphia’s health and wellness needs and improve community health outcomes by addressing social determinants of health.

Since 2021, over $100 million has been invested in upgrading the facility to improve accessibility, meet current public health needs, and create state of the art programmatic spaces. Onsite healthcare offerings include:

 

 PHMC Health Center on Cedar (FQHC)

  •  8 exam rooms
  •  PHMC Dental
  •  11 dental operatories
  •  PHMC Medical Respite & VNA Inpatient Hospice Unit
  •  20-bed inpatient unit for individuals experiencing homelessness who have been released from a hospital stay following an illness, surgery, or an injury, and are too ill or frail to recover in a homeless shelter
  •  15-room inpatient hospice unit provides comprehensive and personalized care for patients and their families
  •  HUP Emergency Department and Inpatient Services
  •  Emergency Department – 33 bays
  •  55 observation beds & 49 inpatient psychiatry and detox beds

CHOP Child Behavioral Health Crisis Center and Psychiatric Hospital - opening 2024

 46-bed facility comprised of 3 inpatient units, 1 crisis response center, and 1 crisis stabilization unit

 

Responsibilities:

Strategic Leadership:

Cultivate strong relationships and clear communication with PHMC leadership and applicable departments (i.e. finance, operations, facilities, real estate, legal, communications), to ensure alignment on critical lines of effort and organizational goals for the Cedar Campus

Lead the development and implementation of a strategic plan in consultation with PHMC leadership and department directors

Administer a clear framework to define measurable objectives, assess progress and risk, and drive decision-making

 

Operational Excellence:

Oversee day-to-day operations of the Cedar Campus, supporting approximately 1,000 staff members, patients, and visitors to ensure efficient and effective service delivery

Supervise campus capital improvement projects, including but not limited to building infrastructure and systems upgrades, access improvements, and building envelope updates

Monitor and evaluate performance metrics to assess the effectiveness of teams, programs, and services including physical plant maintenance, campus security, environmental service, and food service.

 

Financial Management:

In consultation with the PHMC finance team, develop and manage the operating and capital budgets for the Cedar Campus, ensuring financial sustainability and responsible resource allocation

Regularly prepare and present financial reports and updates to PHMC leadership

Identify, pursue, and oversee expenditures and reporting for funding opportunities, grants, and partnerships to support the mission and growth of the campus

 

Staff Leadership and Development:

Build and lead a high-performing cross functional team by fostering a culture of collaboration, transparency, and accountability

Support professional development opportunities for staff to enhance their skills and contribute to the success of the Cedar Campus

Stakeholder and Partner Engagement and Collaboration:

Organize, lead, and manage meetings of the campus Operations and Maintenance Committee, a group consisting of senior representatives from PHMC, CHOP and HUP that is collectively responsible for high-level campus financial and operational oversight

Foster collaboration with healthcare providers, educational institutions, government agencies, and other stakeholders to enhance the range and quality of services on the campus

Actively engage in partnerships that promote innovation and address emerging public health challenges

 

Leasing:

Oversee the leasing process, as needed, ensuring occupancy targets are met, and fostering positive relationships with prospective tenants

Market available space, conduct property tours, and negotiate lease agreements in collaboration with PHMC’s legal team

Develop and implement effective leasing strategies to maximize revenue and maintain high occupancy rates

 

TenantManagement:

Manage relationships with all tenants on campus fostering collaboration and integration to facilitate alignment with the campus mission and vision

Facilitate regular communication and engagement with anchor tenants to address concerns and identify opportunities for synergy

Community Engagement:

In collaboration with PHMC Director of Community Engagement, cultivate and maintain strong partnerships with local community leaders, residents, and community organizations

Ensure that the public health campus is responsive to the diverse needs of the surrounding population

 

Qualifications:

Minimum of (10) years of executive leadership experience

Advanced degree preferred in business administration, real estate development, public health or related field

Proven track record of strategic planning and effective management

Strong financial acumen with experience in budget development and management.

Excellent communication, negotiation, and interpersonal skills

Ability to navigate complex environments by building and maintaining positive working relationships with diverse stakeholders
