The Executive Director is accountable for directing, managing, and coordinating the Engineering, Utility operations and Technical Support Services for the Global Workplace and Enterprise Services (GWES) organization at the West Point, Pennsylvania (WP) campus. Scope of role includes all UEO (Utility, Energy Operations), Maintenance, Engineering, Projects, Building Management Systems, Automation, and Technical Support functions under Global Workplace and Enterprise Services (GWES) at West Point. This position will have key influence in the management of union and non-union of approximately ~230 employees and ~300 Maintenance and Project contractors. Position will also manage an expense and capital budget of ~$300M.  This position reports to the Associate Vice President, PA Operations and EMEA Technical Sites.

Primary Responsibilities:

  • Oversee and manage GWES Engineering, Utilities and Technical Services Operations in a safe, efficient, and compliant manner.

  • Ensure compliance of non-manufacturing permits including Title V (air Permit), Wastewater generation and Storm water management for the WP Campus

  • Ensure reliable Utility Generation & distribution across the campus ensuring N+1 redundancy and non-interrupted supply.

  • Manage expense and capital budget in excess of ~$300M.

  • Provide technical problem-solving, proactive management, and risk analysis/mitigation.

  • Focus on driving efficiency, introducing new technologies, using Data, Analytics and Benchmarking to improve performance and drive ongoing productivity improvements.

  • This position will be responsible for ensuring a Utility Master Plan exists and is aligned with the sites overall Master Planning efforts and for ensuring a robust Life Cycle Asset Management (LCAM) program exists for the site. Will develop and deliver the site Carbon reduction and Net Zero strategy aligned with the company stated goals.

  • Manage and ensure compliance of associated regulatory permits. These permits include Title V (Air permit); wastewater generation; Storm water management and all construction/township code requirements.

  • Manage a large integrated workforce consisting of unionized labor, managers, professionals (~230 employees) and Third-party supplier partners, including maintenance contractors and project contractors.

  • Deliver organization performance aligned with Safety, Sustainability, Compliance targets and key performance indicators.

  • Will manage development and performance of direct staff, and resource planning, operational labor strategies to address operational and business needs in delivering innovative and cost-effective operational solutions.

  • Encourages creative thinking in current and future planning with emphasis on employee participation, teamwork, and development.

Education Requirement:

  • BS in Science or Engineering or the equivalent

Education Minimum Requirements:

  • Experience: 10+ years in a multi-faceted operational environment.

  • Very strong people management, communications, change management and negotiating skills.

  • Enterprise leadership, strong business and financial acumen.

  • Exhibits Growth mindset – networking,, empowering, experimentation, and learning.

  • Knowledge of utilities - Chemical and/or biologics and/or pharmaceutical manufacturing operations, significant business and Technical expertise.

  • Ability to handle and prioritize multiple and simultaneous assignments and quickly adapt to changes in business priorities.

  • Program management skills, as well as an ability to define strategic vision

  • Ability to both think critically as well as communicate effectively.

  • Partner with Corporate, Division, plant and external community organizations/agencies regarding facility management & real estate operating and technology strategies.

  • Strong advocate for Diversity and Inclusion with aptitude for recruiting, retaining, and developing talent.

  • Working knowledge of OSHA Industrial, NFPA standards, DOT, and other regulatory agency requirements.  Knowledge of cGMP’s and compliance protocols.

Preferred Experience and Skills:

  • Experience with External Partners, Agencies, Townships.

  • Experience in dealing with agencies and management of professionals outside of our Company.

  • Lean, Six Sigma Black Belt/Green Belt certification or equal experience in application.

  • Experience managing Union Labor bargaining contracts and negotiating principles.
