The Executive Coordinator provides vision, leadership and strategic direction to the Multi-Partner Trust Fund Office (MPTFO). The MPTFO is a UN centre of expertise on pooled financing mechanisms. It supports development effectiveness and UN coherence through the efficient, accountable and transparent design and administration of innovative pooled financing instruments as well as provision of advisory services for fund operations.

Hosted by UNDP, the MPTF Office is firewalled from all UN implementing entities, UNDP included. The MPTF Office has put in place a number of tools and systems to support its efficient and transparent fund administration services, including the flagship MPTF Office GATEWAY platform and streamlined business operations and services. As a shared UN service provider, the MPTFO operates on a full cost recovery basis.

The MPTF Office’s current portfolio is over $18 billion in total (> $1 billion/year) and includes over 100 pooled financing mechanisms (country-level and global MDTFs, Joint Programmes (JPs) and National Funds), established for development, peace, transition, humanitarian and climate change initiatives. 
 

Duties and Responsibilities
The Executive Coordinator reports to the Administrator through the Director of the Bureau of Management and is delegated the accountability for UNDP’s functions as Administrative Agent for UN inter-agency pooled funds. She/he leads the deepening of UNDP’s strategic partnership with the UN System, National Governments, Contributors/Partners and Multilateral and Regional Financial Institutions with respect to UNDP’s role as Administrative Agent and fund manager.

1) Provides vision, leadership and strategic direction to the MPTF Office:

Advances the vision, mission, and strategic goals of MPTFO as the promoter of a coordinated, cohesive and effective UN development system financing; Oversee the preparation and strategically monitor the implementation of four-year strategic plan to respond to medium to long-term trends in the external environment and evolving demand for UN fund design and administration services; Translate the four-year plans into annual work plans and targets; Regularly review business model, financial projections and options for efficiency gains to ensure the financial integrity and sustainability of the MPTF Office as a lean, fully self-financed unit.

 2) Fund Portfolio Development and Administration:

Lead the development of new fund architectures and advisory services to respond to evolving demand for integrated fund management solutions; Lead MPTFO fund formulation efforts and ensure highest level of quality for all new funds; Ensure the proper and effective performance of UNDP’s Administrative Agent functions in accordance with UNDP’s policy on “UNDP’s Accountability when acting as Administrative Agent in MPTFs and/or UN Joint Programmes using the pass-through fund management modality” and the “UNDG Protocol on the Administrative Agent for Multi Partner Trust Funds and Joint Programmes, and One UN Funds”. 3) Partnership Development: Represents the MPTF Office at international, regional and inter-agency meetings and advocate for the role of pooled financing mechanisms to enhance aid effectiveness and UN coherence; Promotes partnerships and establishes synergies with MPTF stakeholders at the senior level (in particular, National Governments, UN Organizations, Resident Coordinators/UNCTs, Contributing Partners and IFIs) to enhance the performance and impact of UN pooled financing mechanisms; Promote an enabling policy environment and up to date standard legal instruments for inter-agency pooled funds within the UNSDG and the UN system at large. 4) Human Resource Development: Lead, empower and manage the MPTFO team of approximately 45 staff members and ensure strategic talent management; Adjust MPTFO organizational design as required to maintain a strong alignment between MPTFO ’s strategic objectives, division of responsibilities between Programme, Operations and Finance, internal control framework, and individual job descriptions; Encourage and facilitate continuous learning of MPTF Office staff; Facilitate continuous learning for the UN wide talent pool of expertise on inter-agency pooled funds.
  5) UN Knowledge Management and Accountability on Pooled Financing Mechanisms:
Lead MPTFO staff in identifying, documenting and drafting of best practices and lessons learned on the role, impact, efficiency and effectiveness of pooled financing mechanisms; Ensure continuous competitiveness of MPTF Office services through maximum use of technology for innovations, enhanced accountability, transparency and implementation of lessons learned on designing and managing funds for performance; Submits annual reports to the UNDP Administrator and the UNSDG Fiduciary Management Oversight Group on the operational performance of the MPTF Office as Administrative Agent as well as opportunities, dynamics and challenges for UN pooled financing mechanisms.

Digital and Innovation - Alternative Finance:

Ability to identify potential alternative forms of finance and mobilise them for the purpose of addressing development challenges. Ability to review the skills, capacities, procedures and protocols that are needed to enable new financial mechanisms. Ability to assess the risks, limitations and implications of using new financial mechanisms.
 

Finance - Development Finance Expertise:

Ability to develop and work with innovative financing mechanisms and instruments, e.g. social/development impact bonds, guarantees, funds,
climate finance, etc.
  Required Skills and Experience   Education:
An advanced (Master’s) University Degree in Economics, Finance, Business/Public Administration, or other related fields, OR A first level university degree (Bachelor’s degree) in Economics, Finance, Business/Public Administration, Public Administration, or any other related fields, in combination with two additional years of relevant experience in finance management will be considered in lieu of the Master’s degree.  Experience: A minimum of 15 years of work experience in national/international organizations with senior-level management responsibilities. Knowledge of UNDP and the UN system and good understanding of the multilateral and bilateral development system. Solid experience and demonstrated results in managing teams, leading inter-agency operations, as well as establishing strategic international partnerships, resource management and negotiations. Knowledge of pooled financing instruments and experience in fund development and management is desirable. Experience in developing country setting is highly desirable.

Language:

Fluency in the English language, both oral and written is required. Working knowledge of another UN language is desirable.
