About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity
WSDOT is currently seeking a Transportation Planning Specialist 4 to serve as the Environmental Workforce Development Lead in Olympia, WA.The top candidate will serve as a statewide Lead and Subject Matter Expert (SME) while leading the development, maintenance, and continuous improvement of Environmental Workforce Development (EWD) policies, procedures, and communication. The position also leads EWD implementation of efforts for the Environmental Services Office (ESO) staff responsible for Workforce Development and statewide training efforts.
What to Expect
Among the varied range of responsibilities held within this role, you will:
  • Lead Environmental Services Office (ESO) efforts to implement WSDOT's goal of Workforce Development for environmental subject matter experts (SME)/Trainer.
  • Develop EWD policies and procedures that align with WSDOT's goals and Executive Order 1018 Environmental Policy Statement.
  • Support the development, maintenance, and continuous improvement of environmental policies, procedures, and tools to ensure they adequately address EWD.
  • Maintain assessment tools and coordinate efforts to identify gaps.
  • Facilitate a quarterly environmental SME/Trainer Workgroup where participants can collaborate on EWD experiences across the agency.
  • Lead and facilitate recurring collaborations with Trainers and SMEs.
  • Facilitate the development, maintenance, and continuous improvement of environmental eLearning courses.
  • Collaborate with eLearning training leads annually to maintain eLearning courses.
  • Assist with Environmental Construction Compliance EWD opportunities.
  • Participate in the planning of ESO's Environmental Conference.

Qualifications
To be considered for this opportunity, the following are required:
  • Associate degree with major of study in transportation, environmental science/studies, biology, environmental education, communications, planning, policy, engineering, or a closely related discipline AND five (5) years of professional work experience in at least two of the following:
    1. Communicating environmental policy, permits & approvals, compliance or construction requirements to environmental team members, other staff, and interested parties.
    2. Developing effective resources (e.g., trainings, guidance documents, visual tools, web pages) for environmental or transportation (or closely related fields).
    3. Using MS Office programs to develop spreadsheets, charts, graphs, and effective presentations.
    4. A bachelor's degree in one of the above degree fields may substitute for two (2) years of the required experience.
    5. A master's degree in one of the above degree fields may substitute for three (3) years of the required experience.
  • Clearly understand and effectively communicate in English (written and verbally), with a wide range of interested parties, in all forms of communication.

It is preferred that qualified candidates also have:
  • Experience designing engaging curriculum and/or presentations for various learning styles and implementing lessons/classes/trainings.
  • Experience developing eLearning courses or successful completion of an Articulate Storyline course.
  • Successful completion of Facilitation, Lean, and Writing Documents in Plain Talk training.
  • Solid understanding of how adults learn and effective training techniques.
  • Valid driver's license.
