Job description

The Role 

As Training & Development Lead in Tacoma, reporting to the Director of Learning and Development in Houston, TX, you will be providing exemplary customer service to our clients by ensuring the competencies of our refinery employees meet and exceed the expectations of the U.S. Oil & Refining Leadership team and the Par Pacific Executive Leadership Team. As part of your specific responsibilities, in the following areas, you will: 

  • Make your mark and leave a legacy as you help transform learning and development at U.S. Oil & Refining and ensure we are meeting our goals.
  • Develop and manage project plans for human performance improvement initiatives within Par, including Par's leadership, technical, and job specific needs.
  • Manage all refinery required training necessary for HSE compliance, process safety and mechanical integrity programs. Primarily responsible for Refinery Operations Training and Qualification program.
  • Responsible for improving Operations training and qualification programs to include use of WBT and Operations Manuals.
  • Responsible for the accountability and repeatability of Operations qualification programs in accordance with the refinery's training procedure.
  • Responsible for tracking trainees' progress, recertification timelines, developing training succession plans, and communicating progress to relevant stakeholders.
  • Manages the operations procedures and training databases.
  • Work with the Safety department to administer training drills to site staff.
  • Enjoy visibility as you interact with cross-functional groups throughout the refinery. You will work with almost everyone as you help to develop and refine our learning & Development programs.
  • Identify and prioritize the internal and external resources required to complete performance improvement initiatives.
  • Identify, develop, and implement learning systems to further development objectives.
  • Oversee the delivery of learning and development activities at U.S. Oil & Refining and assist with same at other Par locations.
  • Develop the initial audit protocol that will be used to monitor the effectiveness of site training programs.
  • Recommend specific KPIs for the program refining leadership team.
  • Track the progress of performance improvement initiatives against predefined KPIs and report KPI data to the Refining and Logistics Leadership Team.
  • Manage and report progress on the Learning and Development budget to Director of Learning and Development and U.S. Oil & Refining's leadership team on a regular basis.
  • Oversee the overall quality of U.S. Oil & Refining's training programs.

  • Create local refinery learning standards and training initiatives with a collaborative team of training experts from Par's other refineries.
  • Enjoy exposure to Senior Management while providing strategic analysis of our refinery training initiatives.

 

The Requirements 

To meet the basic qualification for this role, you will have legal authorization to work permanently in the United States for any employer without requiring a visa transfer or visa sponsorship. To be a good fit for the Training & Development Lead opportunity, you will have: 

  • High School Diploma or GED required
  • Bachelor's Degree, from an accredited four-year college or university, in Business, Organization Development, or other position related field highly preferred
  • Certified Professional in Learning and Performance (CPLP) certification preferred
  • Proven successful team leadership
  • 5+ years of adult learning and development experience desired
  • Refinery / manufacturing / union experience highly preferred
  • Demonstrated proficiency and knowledge in software systems management
  • Strong working knowledge of Microsoft Office Suite (Outlook, Excel, PowerPoint, Word); Navigator LMS, Visio, Photo Editing, VTA Learner, Resolution Tracker desired
  • Experience with Smart Procedures/ATR preferred
  • Highly developed business writing, verbal communication, and public-speaking skills
  • Experience with integrations preferred.

Pay Range:

$125,428 - $188,142 per year

Other Compensation:

Employee is eligible for an annual incentive program targeted as 15% of annual pay based upon both company financial performance and individual performance to goals.
