Navarro Research and Engineering, Inc. is recruiting for a mid- to senior level Environmental Scientist in Las Cruces, NM.

This position will support our Resource Conservation and Recovery Act (RCRA) work at the NASA White Sands Test Facility (WSTF). WSTF is regulated by the Environmental Protection Agency (EPA), New Mexico Environment Department (NMED), Federal Executive Orders, and NASA agency environmental policy and guidelines. WSTF is a RCRA-regulated facility and operates under various air permits and wastewater discharge permits.

Position Responsibilities:

•Ensure RCRA compliance related to hazardous waste, universal waste and used oil.

•Review and interpret laboratory reports to make waste determinations and accurately characterize hazardous and non-hazardous waste.

•Prepare and review onsite waste profiles for RCRA regulated waste streams.

•Determine RCRA Land Disposal Restrictions and coordinate offsite waste profiles through RCRA Transport, Storage, and Disposal Facilities (TSDFs).

•Prepare and review shipping documentation for offsite waste shipments.

•Review changes to RCRA regulations and provide appropriate regulatory review.

•Record/file associated inspection reports and compliance documentation.

•Support onsite waste management activities related to environmental investigations, restoration projects, and corrective actions.

•Perform weekly regulatory inspections for RCRA-regulated waste accumulation areas and assist with waste sampling and other field sampling activities as required.

•Participate in cross training and execute work assignments across a diverse range of multi-media regulatory compliance programs.

•Provide new, and/or recently promulgated, regulatory compliance requirement integration and implementation efforts to include proactive and timely fieldwork execution and all associated documentation, reporting, and recordkeeping actions to reduce regulatory risks.

Requirements

Desired Experience and Skills::

•Knowledge of RCRA permit compliance and requirements.

•High-level working knowledge of 49 CFR Department of Transportation requirements related to hazardous waste and hazardous material shipments.

•Initiative to learn large, complex process, with a mind for streamlining them.

•Ability to develop and refine standard operating procedures.

•Ability to work independently on assigned tasks and to meet rigid deadlines.

•Excellent written and verbal communication skills.

•Experience reviewing and interpreting environmental regulations, evaluating regulatory status, and developing related reports.

•Familiarity with MS Office applications, including Teams, Word, Excel, PowerPoint, and Access.

Qualifications:

•Bachelor’s degree in Chemistry, Biology, Environmental Science, or related field.

•5 years of related experience.

•Demonstrated knowledge of RCRA compliance requirements, preferably in New Mexico.

•Experience managing hazardous waste in accordance with RCRA and New Mexico Environment Department (NMED) requirements is a benefit.

•Skills and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them.
