The Milk and Institutions Unit is under the direction of the Deputy Division Director and is responsible for assuring compliance with the requirements of the food laws and sanitation regulations of the State for dairy farms, dairy processing plants, correctional facilities, assisted living residences, swimming pools, child care facilities, and schools. These duties are accomplished through inspections, recall coordination, outbreak investigations, compliance assistance, and compliance assurance; by reviewing registration information, plan review submissions, and other field-generated information for dairy plants and farms, assisted living residences (for retail food regulation compliance), swimming pools, child care facilities, schools, and penal institutions within the State. The school and child care programs are delegated through contracts to Local Public Health Agencies (LPHA). LPHAs conduct inspections and day-to-day program functions at the local level. This unit provides direct service for schools and child care facilities in the absence of a local program. The Division performs program audits and inspection standardization exercises with the delegated LPHAs. The unit, in cooperation with LPHAs, is responsible for assuring compliance with the requirements of the institutional environmental health laws and regulations of the State.
The Unit determines the appropriate response, which may include informal or formal inquiries, such as embargo, condemnation, seizure, injunctive relief, and recalls, requesting additional field investigations, recommending and subsequently researching and developing administrative or judicial enforcement actions, and developing and
negotiating civil penalties. The Unit is also responsible for drafting new regulations, completing State Board of Health documents, and coordinating stakeholder meetings.
SUMMARY OF POSITION:
This entry-level position exists, with supervisor and work group lead oversight, to perform assigned sampling surveillance for the milk inspection program. This includes conducting assessments on milk haulers and plant samplers, performing inspections of milk hauling tankers, and collecting milk samples for analysis. This position will also provide compliance assistance to Colorado dairy industry.
DUTIES OF POSITION:
  • Conduct on-farm evaluations of milk haulers sampling and transferring milk to milk tankers. Conduct evaluations of milk plant samplers obtaining milk samples from individual milk tankers.
  • Conduct field inspections of milk tankers used to haul milk, issuing a certification sticker upon completion.
  • Conduct training courses for new haulers and samplers, issue certification tests, and discuss the results with individual applicants.
  • Conduct data entry of completed inspections, input inspections completed by a Certified Industry Inspector, and generate lists of upcoming inspections and evaluations to be completed.
  • Create, update, and maintain training courses for haulers, samplers, and certified industry inspectors.
  • Obtain Milk and water samples to ensure compliance with Grade A regulatory standards and ensure the frequency of samples meets or exceeds regulatory requirements.
  • Participate in training on conducting inspections and evaluations of dairy farms, dairy plants, and milk pasteurization equipment.

CLASS CODE & CLASSIFICATION: Environmental Protection Specialist Intern (I3A1I)
MINIMUM EDUCATION REQUIREMENT:
Graduation from an accredited college or university with a bachelor's degree in Animal Health, Environmental Health, Biology, Dairy Science, or similar field.
SUBSTITUTION:
Four (4) years of relevant experience in a similar field such as dairy farming, dairy foods manufacturing, food processing, animal health, agriculture, or similar, will substitute the education requirement for a year-to-year basis.
COVER LETTER REQUIREMENT:

Specific examples of determining and/or demonstrating compliance with regulations or evidence-based practice should be included as well as how you meet the minimum and preferred competencies for the position. CONDITIONS OF EMPLOYMENT:

  • Ability and willingness to travel independently or with a group of other health professionals up to 80% of the time within and sometimes out of the state of Colorado. Some overnight travel may be required. Requires the use and operation of state fleet vehicles. *conditions apply
  • Must be proficient in word processing and able to use current communication technology to connect to the office from the field.
  • Must be willing to work occasional evening, night, weekend, or holidays depending upon circumstances of survey or complaint.
  • Must be able to exert up to 75 lbs. of push/pulling equipment including lifting and placing coolers into vehicles.
  • Must be able to walk or stand for extended periods of time including climbing multiple flights of stairs.
