This position is only open to Colorado state residents.

One position will be filled at either the Environmental Protection Specialist II or III level.

Salary Ranges:
Environmental Protection Specialist II: $6,036 - $6,639 /monthly
Environmental Protection Specialist III: $6,988 - $7,685 / monthly

This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Position:
This position is part of Region 2's (R2) Environmental Work Unit based in Pueblo and Colorado Springs. This position is an Environmental Project Manager and technical resource specialist for the R2 Environmental Unit and supports the R2 Environmental Manager(s), R2 environmental staff, Federal Highway Administration (FHWA), and the R2 Engineering Programs. This position is an independent NEPA project manager who will be responsible for working on various complex NEPA projects with final deliverables that support CDOT's project delivery goals.
This position provides project management and support for all levels of Categorical Exclusion (CatEx), Planning and Environmental Linkage (PEL), and Environmental Assessment (EA) projects including but not limited to assisting with scope development requiring succinct communication of the NEPA process, implementation of environmental program initiatives, understanding changes to policies, and implementing procedures to deliver the region's highest priority construction projects.
In addition to project management and project delivery demands, this position will also support the R2 Environmental Mission of protecting environmental resources including; wildlife, archaeology, paleontology, history, 4(f) and 6(f) resources, water and air quality. Depending on the project, this position may also conduct contract and task order coordination for the analysis of noise, and hazardous materials impacts on project.
Major Duties and Responsibilities include but are not limited to the following:
  • Manages a variety of CDOT and Local Agency environmental clearances for projects that range from pre-construction/planning/scoping stages, through project design, and on to construction, along with mitigation/monitoring requirements post-construction with oversight and assistance from his/her program manager;
  • Manages the process for environmental studies and clearances based upon type of resources (wetlands, hazardous materials, T&E, water quality, etc.), proposed advertisement date, agency review requirements, availability of consultants and region staff, and sufficiency level of design data to perform study;
  • Supports the CatEx and Reevaluation processes in accordance with the CDOT NEPA Manual, Council on Environmental Quality Regulations (40 CFR 1500) and coordinates at all levels of design through final plans and work with Region 2, and FHWA staff in order to carefully evaluate different types of environmental clearances;
  • Coordinates, reviews and examines project design and participates in project scoping reviews to determine potential impacts to environmental resources;
  • Serves as a Region 2 point of contact between CDOT and state/federal regulatory agencies throughout many phases of project development (design, construction, and post construction monitoring);
  • Coordinates with regulatory agencies to develop mitigation plans and monitors impacts to resources ranging from historic resources to threatened and endangered species mitigation sites during and after construction and prepare annual monitoring reports for respective agencies review and approval;
  • Provides environmental and project expertise on multiple categorical exclusions, from scoping, to advertisement of construction projects
  • Directs consultant's environmental work based upon construction scope, schedule, and budget for corridor and interchange projects.
  • Formulates strategic goals for purpose and need, alternatives evaluation, environmental assessment, impact analysis and mitigation.
  • Negotiates with regulatory agencies regarding methods, analysis, and mitigation of impacted resources.
  • Develops project schedules, oversees environmental activities and clearances to ensure timely completion and compliance with all Federal and State environmental regulations to meet project ad dates and support the unit goals.
  • Prepares status reports to RPEM for Program Delivery meetings.
  • Oversees and completes mitigation during construction;
  • Coordinates with local, state and federal agencies to determine appropriate stream mitigation and coordinates with internal staff or consultant teams to acquire applicable permits including those regulated under Section 401 and Section 404 of the Clean Water Act;
  • Works with CDOT's Water Pollution Control Manager to evaluate, track and implement CDOT's Water Quality needs (may include MAR and MS4 compliance needs);
  • Manages and coordinates closely with consultants that assist with both project management and resource work for the Region;
  • This position is required to drive to meetings and to project sites.
  • Other duties as assigned.
Work Environment
  • Primarily 8:00 am - 5:00 pm work hours

Minimum Qualifications

Environmental Protection Specialist II:

  • A bachelor's degree from an accredited college or university in biology, ecology, environmental science, natural resources, or a closely related field of study.
AND
  • At least two years of full-time professional work experience in completing biological fieldwork, cultural resources analysis and documentation, habitat assessments, water quality coordination and compliance and , NEPA analysis and compliance (CE, PEL, EA and EIS),as they relate to supporting future construction projects.

Environmental Protection Specialist III:
  • A bachelor's degree from an accredited college or university in biology, ecology, environmental science, natural resources, or a closely related field of study.
AND
  • At least four years of full-time professional work experience in completing biological fieldwork, cultural resources analysis and documentation, habitat assessments, water quality coordination and compliance and , NEPA analysis and compliance (CE, PEL, EA and EIS),as they relate to supporting future construction projects.

Substitution:

Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, will substitute on a year-for-year basis for the required bachelor's degree but not for the specific experience.
A master's or doctorate degree in one of the fields listed above will substitute for the undergraduate degree and one year of the required professional experience.

Preferred Qualifications
The exceptional applicantwill possess the proven ability or accomplishment in the following:
  • Demonstrated success with the duties listed in the Description of the Job section, preferably for a public employer;
  • Years of State service experience related to the duties of this position;
  • Comprehensive knowledge of and experience with NEPA;
  • Familiarity with a broad range of environmental laws, rules, and regulations, such as FHWA regulations, etc.;
  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment; working effectively in both independent and team situations
  • Excellent interpersonal and relationship building skills;
  • Strong time and project management skills, including prioritization and multi-tasking ability;
  • Excellent reasoning, investigative, analytical, and problem solving ability;
  • Excellent facilitation, presentation, and communication skills, both written and oral;
  • Strong attention to technical detail and accuracy;
  • Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail, SAP, and the ability to quickly learn other software systems.
